StraCon Services Group, LLC is seeking Full-Time, Program Manager in Patuxent River, MD, to lead software teams and manage complex projects supporting Navy data and digital transformation initiatives. The ideal candidate will have a strong background in agile project management, PLM/PDM solutions (preferably Siemens Teamcenter), and experience working directly with customers to deliver high-quality technical products within contract requirements. The Program Manager will be responsible for, but not limited to, the following:
Essential Job Duties:

- Support organizations in digital transformation from paper-based to model-based processes, tools, and methodologies, engaging all organizational levels from senior management to individual contributors.
- Expertise in Teamcenter architecture, configuration, and customization.
- Architecting and deploying solutions in Government Cloud environments such as Amazon Web Services (AWS) or Microsoft Azure.
- Development and use of measures, metrics, scorecards, and dashboards to assist leadership in monitoring tool functionality and adoption.
- Apply Model-Based Engineering (MBE) and Model-Based Systems Engineering (MBSE) approaches applied to DoD enterprise solutions, including:
- Understanding and ability to communicate using Systems Modeling Language (SysML).
- Knowledge of architecture frameworks such as Unified Architecture Framework (UAF) or Department of Defense Architecture Framework (DoDAF).
- Support programs through the DoD acquisition lifecycle, including understanding phases, milestones, and System Engineering Technical Review (SETR) events.
- Brief senior leadership and decision makers on project status, risks, issues, and opportunities.
- Building and managing geographically distributed teams, including hiring and direct employee management.
- Proficient in English with strong written and verbal communication skills.
- Strong analytical and problem-solving skills.

Experience Requirements:
- At least 3 years leading software teams using agile project management methodologies across development, test, and operations to ensure continuous delivery of high-quality products.
- At least 3 years as a PLM/PDM solution provider, preferably with Siemens Teamcenter, focusing on configuration and change management of Navy data.
- Experience working directly with customers to elicit requirements, architect solutions, and manage trade-offs in technical products to meet customer expectations within contract bounds.
- Proven ability to manage budgets, people, and project resources to deliver on cost, schedule, and performance goals.
Education and Certification Requirements:
- Bachelor’s degree with 5-10 years of relevant experience; or
- Relevant master’s degree with a minimum of 5 years of experience.
- Certified Agile Scrum Master with hands-on Jira experience.
Security Requirements:
- U.S. Citizenship required.
- Must be able to obtain and maintain a Secret security clearance.
