Position Summary
Under the general direction of the Job Service Bureau Director, this position is responsible for planning, directing, managing and evaluating the delivery of a number of employment related services as a key partner in local Job Centers and is administratively responsible for the management and supervision of Job Service staff and teams within the assigned Workforce Development Areas (WDA). This position provides leadership and allocates resources necessary to implement the division’s mission, goals, and objectives within the WDA's. This position assures WDA field office sensitivity and responsiveness to the Division’s direction by: monitoring, setting and achieving objectives in compliance with state and federal regulations and policies of the Division; assisting the WDA offices (job centers) to interface with the Divisional and Departmental management support services, local partner agencies, and job centers; and coordinating Division programs and activities with those of other Divisions of the Department and local job center partners.

Salary Information
Starting pay is between $93,600 and $108,160 per year, depending on qualifications, plus an exemplary benefits package:

The classification title for this position is Workforce Development Program Manager (schedule 81, range 02). This position is not represented in a collective bargaining unit and is exempt under the Fair Labor Standards Act. A 2-year Career Executive trial period is required.
Pay will be set in accordance with the State Compensation Plan in effect at the time of appointment. Starting pay may vary for current state employees.

Travel: Regular travel will be expected as part of this position. This travel will be mostly local, although some statewide travel will be expected and may require overnights.
Remote work: Employees with approved remote and hybrid-remote work arrangements are generally expected to work within the state of Wisconsin. High-speed internet access is required to meet the needs of remote work. Remote work options are subject to change.
Criminal histories: We also consider all qualified applicants with criminal histories, consistent with applicable federal, state and local law. Finalists for this position may be required to allow DWD to conduct a background check or other checks to determine whether the circumstances of any conviction may be related to the job being filled.

You Need To Have The Following Experience
- *Serving in a formal supervisory role overseeing employees performing administrative support, professional and/or program-related functions (e.g. supervisor, manager, etc.). Includes responsibilities such as assigning work, hiring, discipline, evaluating performance, employee development, etc.
- *Program and/or project coordination (i.e. organizing and leading workgroups, developing and implementing programs, developing timetables and monitoring programs for progress, managing tasks with competing priorities, etc.)
- Excellent communication skills, including interpersonal skills, building stakeholder relations, and issue resolution.
- *Supervising subordinate supervisors or supervising staff in multiple headquarter locations.
- *Guiding or leading the implementation of strategic plans, initiatives, or policy changes.
- *Representing a program to clients, partner agencies, or others through presentations, trainings, discussions, negotiations, and/or collaboration.
- *Working with workforce development related programs or partners (e.g. workforce development board or similar)
