What We're Looking For: The Office of Enterprise Initiatives is seeking a skilled project management leader to oversee the enterprise project portfolio and supervise a dedicated team of business analysts and project managers. Position Summary

As Deputy Director on the Enterprise Initiatives Team, you will provide crucial leadership for ETF’s modernization journey and will play an important role in the implementation of our new Insurance Administration System and Pension Administration System. You will be responsible for directing and prioritizing the agency’s project management and business analysis capabilities. This includes leading and supervising a dedicated team of staff responsible for managing projects, reengineering business processes, and implementing enterprise architecture.

In this position, you will create and implement policies and procedures impacting the entire agency and help cultivate a project-driven culture across the organization.

Salary Information

This position is in classification Trust Funds Director (pay schedule/range 81-02), with an annual salary of $106,080.00 - $137,654.40, plus excellent benefits.

Pay for current and new state employees will be set in accordance with the Wisconsin State Compensation Plan in effect at the time of hire.

Job Details

ETF offers hybrid remote/office work. If interested in hybrid remote/office work, this can be discussed in more detail during the interview process. The selected employee(s) must report to ETF’s office on the first day of employment. In addition, the employee may need to report to ETF once a quarter and on short notice as operational needs require. All employees are expected to be headquartered and work within the state of Wisconsin.

ETF does not sponsor work visas. Any appointment made will be contingent on the applicant being able to prove valid status to work in the United States.

Prior to any appointments for position(s) filled from this announcement, candidates may be subject to a comprehensive criminal background check to determine whether the circumstances of any conviction may be related to the duties required of the position.

A 2-year Career Executive trial period or 1-year probationary period may be required.

Qualifications

Minimally Qualified candidates will have experience in all the following:

  • Managing or leading large complex technology projects or programs at the enterprise level (Note: enterprise-level projects and programs impact operations across an entire agency and may impact stakeholders outside of the agency)
  • Formally supervising project management and business analysis teams (e.g., hiring, assigning work, mentoring/coaching, conducting performance evaluations, handling discipline, etc.)
  • Developing, implementing, and enforcing project management and business analysis standards, templates, and/or methodologies
  • Managing enterprise project portfolios

Highly Qualified candidates will also have experience with some of the following:

  • Policy development or governance experience (e.g., serving on leadership councils, contributing to enterprise strategic planning, etc.)
  • Managing vendor relationships and contracts, including negotiation and performance oversight
  • Working with public-sector systems related to benefits administration, Human Resources, finance, or comparable regulated domains (e.g., PeopleSoft, Epic Infinite Campus, workday, SAP, etc.)
  • Project Management Professional certification, equivalent, or higher
