Introduction

The Wisconsin Department of Natural Resources (DNR) is hiring a Mobile Policy Analyst in the Division of Environmental Management, Bureau of Air Management. This position serves as the DNR Air Management Program’s primary contact and regulatory expert on transportation-related air quality rules and policy.

This position is headquartered in Madison, with responsibilities throughout the state.

Remote work may be available for a portion of the work week, after the initial onboarding period.

Position Summary

This position analyzes, develops, and advises on regulatory plans, programs, rules and policies related to the control of emissions from on-road and nonroad vehicles, engines, and equipment. This position also develops and advises on transportation-related fuels topics, coordinates with other agencies on mobile source regulatory programs, develops project proposals on to reduce mobile source emissions, and collaborates with other policy and technical staff implementing Clean Air Act requirements. This position works closely with state and federal agencies, metropolitan planning organizations, and other external parties on activities related to this position.

Salary Information

Starting pay for this position is between $37.08 to $43.26 per hour (or $77,126.40 to $89,980.80 annually), in addition to excellent benefits. This position is included in the classification: Program and Policy Analyst – Advanced, within Pay Schedule/Range 07-03.

This position is not represented by a collective bargaining unit. Pay on appointment will follow the provisions of the State of Wisconsin Compensation Plan.

Job Details

Background Checks: The Department of Natural Resources conducts criminal background checks on final applicants prior to job offer. Eligibility to work in United States: The Department of Natural Resources does not sponsor work visas at the time of hire or anytime during employment. Probation: A 12-month probationary period may be required.

Remote Work: Based on an assessment of the goals and work activities, this position may be eligible for remote work. Remote work approval is based on individual circumstances and is subject to supervisor approval and DNR remote work policies. Approval is subject to change without notice based on business needs. Employees with approved remote work arrangements are generally expected to work within the state of Wisconsin.

Travel: Some statewide travel is required, including occasional overnight stays.

Qualifications

Required Qualifications Include Experience In ALL The Following Criteria

Experience developing, implementing, or managing policies, programs, projects, or initiatives in a regulatory environment

Experience communicating technical and regulatory concepts to a variety of stakeholders (public, regulated entities, sector experts, regulatory agencies etc.)

Experience preparing, tracking, and manipulating complex information and/or analyzing data to assess the impacts of policies or programs

In addition, preferred qualifications include any of the following criteria:

Bachelor’s or advanced degree in one of the following areas: air quality policy; environmental policy; natural resource management; and/or chemistry, engineering, or other related science

Experience implementing activities or administering programs under the Clean Air Act

Experience developing, implementing, or managing state or federal rules, regulations, or policies related to transportation and mobile sources

Experience leading internal decision-making or policy-setting teams or workgroups comprising both internal and external stakeholders
