Introduction

The Wisconsin Department of Administration, Division of Personnel Management, currently has an opening for a Human Resources Specialist or Human Resources Specialist – Senior position to work as part of the Human Resources team serving the Departments of Veterans Affairs (DVA) and Revenue (DOR).

This position is located at the Wisconsin Revenue Building, situated conveniently off the Beltline just five minutes from Downtown Madison.

Position Summary

Human Resources Specialist

This position works under close supervision and serves as an entry-level staffing and recruitment specialist. This position works with hiring managers to recruit and staff vacancies and provide related position classification and compensation services, such as reclassifications, reallocations, and compensation analyses. This position also provides consultation on State of Wisconsin civil service policies and procedures to a variety of customers including agency managers, employees, colleagues, job applicants and the public.

Other duties include performing special projects, reviewing, and researching HR solutions and participating in process improvement and other workgroups.

Human Resources Specialist - Senior

In addition to the duties outlined above, this position functions as a subject matter expert, providing training to customers and mentorship to lower-level team staff. This position also works under general supervision and exercises independent judgement.

Salary Information

The starting salary for Human Resources Specialist is between $33.50 - $35.50 an hour ($69,680 - $73,840 annually). The entry level classification is in pay schedule and range 81-04.

The starting salary for Human Resources Specialist – Senior is between $36.00 - $38.00 an hour ($74,880 - $79,040 annually). The senior level classification is in pay schedule and range 81-03.

Salaries are dependent on candidate qualifications. Compensation for current and eligible former State employees may vary and will be set in accordance with the State Compensation Plan.

Job Details

This position is eligible to work remotely up to 4 days per week. Remote work is intended to be performed in the State of Wisconsin. High speed internet access is a requirement of remote work. Remote work options are subject to change based on business needs.

This position will work 8 hours per day Monday-Friday. The selected candidate may choose a regular work schedule between the hours of 6am-6pm.

Due to the nature of this position’s duties, candidates will be subject to a criminal background check, including fingerprinting, and a tax compliance check prior to appointment.

Applicants must be legally authorized to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without sponsorship) at the time of application. The Department of Administration does not sponsor work or student visas, either at time of hire or at any later time.

A 12-month probationary period may be required.

Qualifications

The qualifications listed below will be evaluated in the first step of the selection process and should be clearly described in your resume/letter of qualifications.

Minimally Qualified candidates at both levels will have experience with all the following:

  • Working in a Human Resources role (e.g., as an HR Assistant, Coordinator, Specialist, Generalist, Business Partner, or similar)
  • Using a Human Resources Information System (e.g., PeopleSoft, UKG, Workday, or similar) to enter, look up, or audit human resources data.
  • Providing consultative services to supervisors, managers, or leadership regarding HR policies or procedures

Highly Qualified candidates at the entry level will have experience in any of the following:

  • Performing recruitment or staffing activities (e.g., developing applicant assessments and interview questions, developing recruitment strategies, writing job announcements, facilitating the selection process, etc.)
  • Performing classification/job titling related activities
  • Conducting compensation analysis based on organizational policy, internal equity, and/or market data.

Candidates will be considered for the HR Specialist - Senior level if they have experience performing the above duties in the public sector (i.e., state, federal, municipal, county, higher education).

Level offered will be determined based on qualifications met as determined by the entire selection process.
