Position Overview

The Assistant Director of Organization and Human Resource Development oversees the statewide supervisory and managerial training curriculum, supports broader employee development initiatives, and administers the State’s employee performance appraisal system. The role ensures that training and development programs are research-based, relevant, and effective across all delivery modalities, including in-person, online, and virtual formats.

This position supervises a team of trainers and administrative professionals, and is responsible for ensuring staff have the resources, guidance, and professional development needed to excel in their roles. The position also develops policies related to training and leadership initiatives and ensures compliance with applicable regulations and statewide standards.

Success in this role requires the ability to build strong, service-oriented relationships with supervisors, managers, HR professionals, and agency leaders across state government, while also upholding regulatory requirements and maintaining the integrity of statewide training and performance systems. The Assistant Director serves as a respected advisor and partner to leaders, offering support and guidance in a way that builds trust and credibility even without formal authority.

The role demands technological agility and the ability to function effectively across multiple systems and platforms. The Assistant Director must be able to quickly learn and implement new tools, adapt to evolving workforce needs, and balance strategic leadership with hands-on problem-solving in a dynamic and continually changing environment.

Examples of Work

Key Responsibilities

  • Oversee the statewide supervisory and managerial training curriculum, ensuring programs are research-based, relevant, and engaging, based on adult learning theory.
  • Oversee certification programs developed and administered by the DOP in the areas of training and advanced leadership.
  • Lead, coach, and support a team of training professionals and administrative staff.
  • Co-manage additional team members in partnership with other unit leaders.
  • Provide organizational development consulting, coaching, and guidance to agencies on leadership, change management, team effectiveness, and related topics.
  • Evaluate training programs, measure outcomes, and use data to improve program effectiveness.
  • Identify workforce development needs and create innovative, evidence-based solutions.
  • Collaborate cross-functionally within WVDOP and build strong working relationships with supervisors, managers, HR professionals, and agency leaders across state government.
  • Engage and influence stakeholders over whom the position has no direct authority, using strong communication, credibility, and customer service skills.
  • Learn and implement new technologies quickly, including training platforms, performance tools, and instructional technologies.

Required Knowledge, Skills, And Abilities

  • Strong leadership experience in organizational development, human resources, training, or a related field.
  • Ability to lead, motivate, and support high-performing, highly skilled employees.

  • Strong analytical and problem-solving skills, including the ability to evaluate training effectiveness and interpret outcomes.
  • Excellent communication and interpersonal skills, with the ability to engage individuals from diverse backgrounds and education levels.
  • Demonstrated ability to coach leaders, facilitate groups, and provide organizational development support.
  • High adaptability and comfort with change, evolving priorities, and new initiatives.
  • Strong technology aptitude and the ability to quickly learn and implement new systems and tools.
  • Strong customer service orientation and a collaborative approach to working with agencies and stakeholders.
  • Experience with project management and change management principles.

Minimum Qualifications

Preferred Qualifications

  • Experience in leadership development, instructional design, or adult learning.
  • Experience working in or with state government.
  • Advanced education, training, or certification in organizational development, coaching, or change management.
