Summary/Objective
The position of Human Resources Director performs professional, administrative, and supervisory work related to organizing, directing, coordinating, performing, and monitoring citywide human resource programs and activities. This position is responsible for developing and implementing an HR strategy in selection, classification, pay administration, Risk Management, and Workers’ Compensation. This position is responsible for coordinating activities with other city officials, departments, outside agencies, and organizations. This position provides responsible and complex staff support to the Recorder-Treasurer and to the City Manager. This position is responsible for administering and assuring compliance with established policies and procedures. This position requires excellent interpersonal skills when dealing with the public and requires excellent organizational skills with the ability to multi-task in a busy office setting.

1. Exhibits excellent customer service skills and is professional, accurate, and efficient when assisting customers and co-workers;
2. Exercises tact and diplomacy in dealing with sensitive, complex, and confidential personnel issues and employee situations;
3. Makes recommendations to and advises the City Manager and/or Recorder-Treasurer on human resources matters;
4. Accepts full responsibility for all Human Resources Department activities and services including: recruitment, selection, hiring, classification plan administration, benefits and salary plan administration, employee relations, and risk management, including Workers’ Compensation programs;
5. Responsible for administering the City- wide DOT and random drug testing program;
6. Responsible for administering the pre-employment background check and drug testing program;
7. Responsible for coordinating activities with other city officials, departments, other agencies and organizations;
8. Responsible for the management of all grievance and disciplinary issues and will support and advise the Recorder-Treasurer and/or City Manager on disciplinary and grievance issues, ensuring that policies and procedures are followed, and assists in disciplinary and grievance meetings, when necessary;
9. Responsible for personnel investigations that includes but is not limited to sexual harassment and hostile work environment;
10. Develops, implements, and maintains departmental goals, objectives, policies and procedures;
11. Responsible for working directly with departmental personnel in the development and interpretation of city and department policies; reviews and evaluates work methods and procedures for improving organizational performance, enhancing services, and meeting goals; ensures that goals are met;
12. Develops and provides employee orientation activities, as needed or directed;
13. Coordinator for the citywide Wellness Program;
14. Provides classification, compensation, and benefits information to employees and/or other organizations;
15. Provides benefits assistance, processes benefit documentation, and may provide benefits presentations to employees or others;
16. Responsible for full administration of the City of Beckley’s benefit plans that includes but is not limited to medical, dental, vision, long term disability, life insurance and voluntary products;
17. Responsible for administering FMLA, HIPAA, and COBRA as appropriate;
18. Responsible for providing assistance to employees/dependents with claims/problems and/or payments;
19. This position is responsible for communicating with providers on behalf of employees/dependents on all benefit issues;
20. Responsible for processing civil service calculation for retirement and temporary/permanent disability;
21. Responsible for obtaining insurance on equipment, vehicles, and all city property;
22. Responsible for all aspects of titling and licensing of mobile equipment and vehicles with the Department of Motor Vehicles;
23. Responsible for title/registration coordination including signatures for sold or totaled vehicles;
24. Responsible for completion of state and federal forms for benefits and workforce information;
25. Coordinates and completes necessary paperwork for Worker’s Compensation program;
26. Processes Worker’s Compensation claims, reporting of safety concerns and on-the-job-injuries and accidents, and administers return-to-work programs;
27. Processes check requests or Purchasing Card (P-Card) requests for services billing;
28. Schedules and coordinates physicals/results for asbestos and DOT that includes but is not limited to license and renewals;
29. Responsible for completion of all unemployment requests, and reviews;
30. Research of applicable material needed and attendance at hearings;
31. Maintains regular and confidential personnel files;
32. Ensures the safe custody of contracts, employee bonds, and insurance policies required and securities;
33. Performs election office duties as the Chief Deputy Election Clerk that includes conducting and overseeing activities related to Municipal elections during election periods;
34. Provides civil service testing services to Recorder-Treasurer from application to placement;
35. Completes regular HR audits to ensure employee files, policies, and procedures are up to date;
36. Serves as an HR resource for city departments;
37. Aids independent auditors in their performance of annual audit(s); answers questions, locates materials, and explains procedures and policies, as requested;
38. Possesses the ability to prioritize daily workload while responding to departmental and external requests;
39. This position requires the efficient and effective use of the City of Beckley’s email system. This includes but is not limited to checking emails at a minimum of hourly, that includes reviewing, responding, printing, and/or filing, as appropriate and as needed;
40. Prepares correspondence, reports, and recommendations for the Recorder-Treasurer and/or City Manager;
41. Directs recruitment and employment screening procedures, to include development of job registers;
42. Maintains current records and procedures on ADA and EEO reports;
43. Administers affirmative action program;
44. Performs employee surveys and job restructuring studies;
45. Responsible for advising employees regarding the city’s disciplinary process; assists in resolving work-related and personal problems;
46. Provides technical support and backup in such personnel areas as payroll documents, employee records, classification, compensation, and benefits administration;
47. Conducts surveys and research regarding compensation and benefits and other human resource issues, and may conduct employee exit interviews;
48. Supports risk management activities;
49. Conducts training assessments and maintains city-wide employee training documentation;
50. Attends local civic meetings as requested;
51. Plans, develops, attends, and conducts training or procures training, as directed;
52. Maintains personnel policies and job descriptions for all city employees;
53. Follows all safety rules and procedures; contributes to the safety of co-workers and the general public;
54. Participates as an active member by contributing to program development and organization planning;
55. The ability to apply effective general principles to specific conditions; follows written procedures and instructions;

Position Type/Expected Hours of Work
This is a full-time position. It is the expectation of the City of Beckley that job duties and responsibilities are to be completed within the standard work week. All overtime must be pre-approved. In the event of an emergency, inclement weather, or special circumstances, the employee may be required to work evenings, weekends, and holidays.
Travel
This position may require frequent travel for training and/or professional development. This position requires travel within the City of Beckley, Raleigh County, and any other travel to be determined.
Required Education and Experience
· This position requires excellent communication and customer service skills;
· Bachelor’s degree in Human Resource Management, Psychology, Public or Business Administration or any related field;
· This position requires five (5) years’ education and/or experience in an active office setting;
· Proficiency in Microsoft Excel, Microsoft Office, and Outlook;
· Strong attention to detail, excellent problem-solving skills, and the ability to multi-task;
· Clear experience in the successful management of multiple and changing deadlines;
· Extensive knowledge concerning the practices and principles of local government, human resource administration, and management/supervisory techniques; laws affecting personnel administration. Preferred Education and Experience
· The preferred education for this position is a bachelor’s degree with specialized course work accounting, business, and/or related field;
· This position prefers 6 (six) years of increasing responsibility-related experience, or any equivalent combination or related education and experience;
· The preferred experience for this position includes familiarity with City of Beckley ordinances, rules, and regulations.
