Under the general direction of the Deputy Commissioner for Plan Management and Integrity, the Director of Quality provides high-level administrative leadership, guidance, strategic planning, and oversight for the Bureau for Medical Services (BMS). This position is responsible for the Quality Management infrastructure that promotes high quality healthcare to Medicaid and WV Children’s Health Insurance Program (WVCHIP) members and for the continuous improvement of quality for approximately 484,000 members (representing nearly one-third of West Virginia citizens). Continuous improvement is defined as the degree to which services provided for members and populations increase the likelihood of desired outcomes, the removal of barriers to equal service provisions so that all members may attain their optimal health and ensuring optimal electronic data systems (EDS) development, operations, and compliance. The Director manages the Center for Quality, which encompasses both the Office of Quality Management and the Office of EDS Operations. This role is critical to advancing health equity, improving quality measurement, and adopting value-based care models in alignment with the CMS Quality Strategy and the BMS’s adopted Quality Strategy. Training: Bachelor's degree from a regionally accredited college or university.
OR
Substitution: Additional experience as described below may substitute for the required training at a rate of one (1) year of experience for every thirty (30) semester hours of training.
AND
Experience: Five (5) years of full-time or equivalent part-time paid professional experience, two (2) years of which must have been in a program administration capacity.
OR
Substitution: Graduate course work from a regionally accredited college or university may substitute at the rate of fifteen (15) semester hours of training for one (1) year of experience.
