HOPE SCHOLARSHIP EXECUTIVE ASSISTANT-WV STATE TREASURER'S OFFICE-KANAWHA CO.
Salary: $40,000-$50,000; salary commensurate with training and experience. Full-time employees of the West Virginia State Treasurer’s Office (WVSTO) are eligible for Public Employee Insurance Agency benefits and a number of other benefits available to state employees.

Reports To: Assistant Treasurer, Hope Scholarship
Nature Of Work
Under general supervision, this position provides administrative support to the Hope Scholarship division. The Assistant Treasurer of the Hope Scholarship Program provides continuing or individual assignments by indicating generally what is to be done, limitations, quality and quantity expected, deadlines and priorities. Additional, specific instructions are given for new, difficult, or unusual assignments. This position uses initiative in carrying out recurring assignments. The Assistant Treasurer assures that the work is technically accurate and in compliance with instructions or established procedures.
Job Duties

Associate degree (A. A.) or equivalent from two-year College or technical school preferred; or three to six years related experience and/or training; or equivalent combination of education and experience.

Job Duties

- Provides administrative support to ensure the efficient operation of the Hope Scholarship Program division.
- Supports the Assistant Treasurer and Executive Director by performing tasks related to the Hope Scholarship Program division.
- Assists the Assistant Treasurer and Executive Director with programs, conferences, and schedules. Arranges meetings and maintains calendar appointments upon request.
- Provides review, drafting, and editing support for internal and external office communication.
- Prepares official meeting minutes for all Hope Scholarship Board and Appeals Committee meetings and internal minutes for other meetings upon request.
- Assists with the filing of notices with the Secretary of State for Board meetings for the Hope Scholarship Program and with correspondence to Board members as needed.
- Tracks all Student Application appeals received and communicates final decision of the Appeals Committee via certified letter following each meeting.
- Prepares, composes, and types official letters and memorandums, reads and routes incoming mail and email correspondence and responds to emails as appropriate, and performs other administrative and clerical duties.
- Represents the STO at training, conferences, and meetings as requested.
- Assists with necessary data entry and other tasks in the Hope Scholarship online portal.
- Serves as backup for answering the Hope Scholarship dedicated phone line.
- Other duties as assigned.

- Strong communication skills and ability to respond effectively to the most sensitive inquiries or complaints.
- Knowledge of principles and processes for providing customer service.
- Knowledge of the Microsoft Office Suite and in-house designed systems.
- Excellent organizational skills and attention to detail.
- Ability to learn database systems or other software programs related to the Hope Scholarship Program.
- Ability to establish and maintain effective working relationships with co-workers.
- Ability to communicate effectively, both orally and in writing.
- Ability to interact effectively with participants in the Hope Scholarship Program, public officials, STO management, and others in providing exceptional customer service.
- Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
- Ability to deal with highly sensitive issues in an orderly and controlled manner.
