Salary Range: $86,220 - $115,980 Annually

This permanent position is represented by the Teamsters 117 bargaining unit.

The Washington State Department of Corrections has an exciting and unique opportunity for a finance expert to join their team as a Fiscal Analyst 5! The goal of this position is to be the highest technical expert for Program 900 Capital Accounting and eBuilder Project Management System while providing oversight on federal grants and general ledger accounting for Capital.

As a member of the DOC Headquarters Employee and Business Support Services Business Services team, you will be responsible for providing consultative services, reconciling agency program 900 activities, and analyzing, monitoring and evaluating fiscal and accounting practices in the agency. You will also perform special projects which could include: record management, report preparation, research and correction, coordination with the Financial Coordination Unit (FCU) for Certificates of Participation (COPS), Energy Services Conservation contracts (ESCO), expired Statue of Limitations (SOL) warrants; disclosure of non-capital fund expenditures to fund owners; annual Facility Inventory System (FIS) reporting to OFM, Federal Emergency Management Assistance (FEMA) accounting and coordination with facility staff, and other items as designated by Capital Programs Administrator.

Duties

As a Fiscal Analyst 5, some of your duties will include:
  • Managing the accounting for Program 900 - Capital Construction which will include:
    • Acting as the highest technical expert for Program 900 Capital Accounting and eBuilder Project Management System
    • Overseeing Federal Grant and General Ledger Accounting for Capital.
    • Participating as a member of Capital Programs Management Team
    • Attending weekly meetings and provide fiscal advice and input.
    • Providing consultative services for project managers, other sections, and business managers in capital expenditures, federal grants, FEMA and OST Certificates of Participation; interprets current GAAP, OFM, State and Federal regulations, agency policy; and provides support services which include all capital accounting function
    • Reconciling agency program 900 activities:
      • Escrow/Retainage Investment accounts
      • Capital appropriations
      • Federal funds
      • Capital Administrative overhead distribution
    • Analyzing, monitoring, and evaluating fiscal and accounting activity for federal and state dollars to include grant and program 900 expenditures
    • Monitoring and analyzing agencywide fiscal reports, identifying trends and potential problems researching causes, making recommendations and corrections
    • Providing technical support and training to field staff on internal and external accounting and reporting systems and processes
    • Developing and implementing fiscal procedures and assists with development of accounting systems
    • Maintaining and modifying existing accounting and fiscal processes and procedures
    • Conducting independent research to assess efficiency and effectiveness of current and proposed procedures and systems
    • Recommending and implementing improvements of fiscal controls
  • Special Projects
  • Planning, prioritizing assigning directing and evaluating the work of fiscal staff
  • Training and development of fiscal staff
  • Other duties as assigned

Qualifications

What we need (required qualifications):
  • High school diploma or GED
  • 12 Semester or 18 Quarter hours of accounting credits from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent
  • Completion of Accounting 201, Accounting 202, and Governmental Accounting from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent within six months from date of hire
  • Four years of relevant professional experience**
Relevant experience is defined as Fiscal Analyst 1 or above level work
  • Professional level experience in AFRS and Enterprise Reporting
  • Intermediate level experience in Microsoft Excel
**Provided that a candidate possesses a degree focused on accounting or business management/administration:
  • An AA degree can be equivalent to 1 year required work experience
  • BA degree or above can be equivalent to 2 years of required work experience
Equivalencies to be reviewed by Comptroller/designee, degrees outside of focused areas will NOT count towards experience requirements
What will make your application stand out (preferred qualifications):
  • Additional relevant professional experience at Fiscal Analyst 4 level
  • 3 years supervisory/lead worker experience
  • A business focused Bachelor’s degree from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent, with minimum 20 accounting credits to include Accounting 201, 202, 203 and Governmental Accounting

Telework Details
This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
