What are the responsibilities and job description for the Region Financial Manager I position at State of Utah?
The Utah Department of Transportation (UDOT) Region Three is seeking a motivated, detail-oriented individual to serve as a Financial Manager I, responsible for managing the Region’s accounting, budgeting, and administrative support functions in accordance with state, federal, and departmental guidelines.
You will work with the Region Leadership Team in support of contract management and you will assist Region staff with tracking commitments made to local community leaders. You will manage the development and implementation of new or enhanced policies and procedures as required in response to sensitive and complex issues or requirements.
Principal Duties
As the Region Financial Manager, you will:
- Interpret and apply state, federal, and department policies.
- Develop and implement systems and procedures to control financial activities and assess their effectiveness.
- Prepare, report, and interpret financial data for management to support decision-making.
- Provide recommendations and solutions for financial issues.
- Participate in the Region Leadership Team to coordinate administrative services, including front desk support and lands/buildings oversight.
- Collaborate with the Division of Technology Services (DTS) to address technical and hardware needs for the Region.
- Work with the Division of Human Resource Management (DHRM) on staffing, position vacancies, and other HR-related matters impacting the Region.
- Coordinate with State and UDOT Procurement Divisions to ensure proper payment and purchasing methods, including contract management and verification of services.
- Interact with the UDOT Comptroller group on audits, policy updates, and provide Region-level feedback and support.
- Supervise staff, including hiring, workload delegation, training, performance monitoring, and taking corrective or disciplinary actions as needed.
- Work with vendors and other state agencies to enhance telecommunications systems (cell phones, video conferencing, LAN) for Region staff.
- Provide troubleshooting and training to improve utilization of systems.
- Assist with maintenance and upkeep of the Region campus.
- Perform other duties as assigned.
Minimum Qualifications
The qualified candidate for this position must have:
- Seven years of related experience reconciling, analyzing and budgeting financial data, as well as managing employees and projects. Completed higher education coursework in the following areas may be substituted for related work experience; accounting, finance or business.
Preference may be given to applicants with any of the following:
- Experience working with UDOT, state, or other public-sector financial management systems.
- Experience with government procurement processes, contract management, and compliance.
- Demonstrated experience supporting or participating in leadership teams.
- Strong analytical and problem-solving skills with the ability to provide strategic financial recommendations.
- Experience developing and improving financial or administrative processes and systems.
- Advanced proficiency in Excel or other financial analysis tools.

- Working Conditions - Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
- Physical Requirements - Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
- Employee may be reassigned to a different location as deemed necessary by the Region Director/Group Leader.
