Key Responsibilities

This executive-level position serves as the primary strategic liaison between the Utah National Guard (UTNG) and the Military Installation Development Authority (MIDA), with responsibility for advancing initiatives within the Utah National Guard Project Area. The Director leads the planning, development, and execution of projects that integrate military readiness, infrastructure modernization, and economic development.

Reporting to senior leadership within Utah National Guard State Operations this role has a direct and substantial impact on statewide military infrastructure, intergovernmental coordination, and public-private partnership development. The Director develops policy, negotiates agreements, aligns funding strategies, and ensures that all initiatives support both National Guard mission requirements and MIDA’s statutory development authority.

This position operates at the intersection of state government, federal military priorities, and regional development, requiring a high degree of political acumen, strategic thinking, and operational execution.

Key Responsibilities

Strategic Leadership & Program Execution

  • Direct and manage development initiatives within the Utah National Guard Project Area in coordination with MIDA and UTNG leadership.
  • Establish and implement long-term strategies integrating military readiness, land use, infrastructure, and economic development.
  • Translate strategic priorities into actionable plans, timelines, and performance outcomes.
  • Lead major initiatives, including land development, facility planning, and mission-support infrastructure projects.

Intergovernmental & Stakeholder Coordination

  • Serve as the primary liaison between UTNG, MIDA, state agencies (e.g., DFCM, GOPB, LFA), federal partners (e.g., NGB), local governments, and private sector stakeholders.
  • Coordinate complex, multi-jurisdictional efforts to align military mission requirements with development objectives.
  • Represent UTNG and the State of Utah in negotiations, public meetings, legislative discussions, and executive-level engagements.

Policy Development & Agreements

  • Develop, draft, and implement policies, procedures, and governance frameworks supporting the project area.
  • Lead negotiation and execution of:
    • Interlocal agreements
    • Land use and leasing agreements
    • Public-private partnership (P3) arrangements
  • Ensure compliance with applicable federal, state, and local laws, including environmental, land use, and military compatibility requirements.
Financial Strategy & Oversight

  • Develop and manage budgets, funding strategies, and financial plans supporting project initiatives.
  • Align and leverage state, federal, and private funding sources, including cooperative agreements and appropriations.
  • Monitor expenditures and ensure fiscal accountability and compliance with regulatory requirements.

Legislative & Executive Engagement

  • Analyze legislation and policy proposals impacting military infrastructure and development.
  • Provide recommendations to executive leadership, legislators, and governing boards.
  • Support budget development, appropriations requests, and strategic funding initiatives.

Organizational Leadership & Supervision

  • Supervise assigned staff, contractors, and project teams.
  • Establish performance expectations, monitor outcomes, and ensure accountability.
  • Build internal capacity and systems to support long-term program sustainability.

Qualifications

Minimum Qualifications

  • Bachelor’s degree in public administration, business, urban planning, military science, or a closely related field (Master’s degree preferred).
  • Seven to ten years of progressively responsible leadership experience in government, military, infrastructure development, or large-scale program and project management.
  • Demonstrated ability to lead and manage complex, multi-stakeholder initiatives, particularly those involving coordination across public sector entities.
  • Strong working knowledge of military organizational structures, missions, and funding frameworks, with particular familiarity in National Guard or comparable environments.

Preferred Qualifications

  • 7–10 years of progressively responsible leadership experience in government, military, infrastructure development, or large-scale program management.
  • Experience in commercial real estate development, land use planning, infrastructure development, or public-private partnership (P3) environments.
  • Knowledge of the Military Installation Development Authority (MIDA), including its statutory authority, governance structure, and development tools.
  • Familiarity with Utah state government processes, including DFCM, GOPB, legislative appropriations, and capital development processes.
  • Experience working with military installations or defense-related infrastructure projects.
  • Demonstrated experience negotiating complex agreements, including leases, land use agreements, or development contracts.

Working Conditions

  • Work is primarily performed in a professional office environment with regular travel to military installations, development sites, and stakeholder meetings.
  • Occasional evening or extended hours may be required to support public meetings, legislative sessions, or project deadlines.
  • Duties may involve coordination across both civilian and military environments.
