Position responsibility may include leading financial forecasting and analysis, federal funds tracking and analysis, coordination with department offices and divisions for budget submission and monitoring, responding to legislative requests, present and defend practices, interpret reports and fiscal information; resolve, reconcile, and adjust for conditions; manage the development, modification, or enhancement of appropriate fiscal procedures and practices; develop and interpret financial reports; research financial problems; and exercise decision making in recording and analyzing financial data.

Responsibilities
- Analyzes, summarizes, and reviews data; reports findings, interprets results, and makes recommendations.
- Interprets, clarify, explain and apply agency policy and procedures, business practices, federal or state laws and regulations, etc.
- Manage special fiscal projects or activities of a highly specialized nature.
- Assist in the preparation, coordination, and review of responses to internal and external parties.
- Perform complex reviews of financial transactions and programs to ensure compliance with applicable state and federal regulations.
- Generate, analyze and present fiscal budget forecasts and manage review of other division forecasts.
- Coordinates with department staff, local health departments, and other stakeholders.

Minimum or "day-one" qualifications:
- Work experience in financial analysis, budgeting, and forecasting.
- Advanced expertise in financial systems and spreadsheet applications, particularly Excel and Google Sheets, to manage and analyze data efficiently.
- Strong analytical capabilities combined with exceptional organizational skills to handle complex workflows and maintain accurate records.
- Excellent verbal and written communication and interpersonal skills to foster collaboration and provide clear guidance to other divisions.
- A meticulous approach to work, ensuring accuracy in all aspects of financial management and reporting.
- Ability to work independently with very little direction while still working well with a team.
- Three or more years of professional accounting or financial analysis experience.
- Demonstrated experience in state or local government financial management, including familiarity with public-sector processes and regulations.
- Demonstrated experience with complex forecasting and/or forecast analysis of public sector revenues and expenditures.
- Demonstrate the ability to solve problems and take the initiative.
- Preference may be given to those with a bachelor's degree or higher in a business or financial related field, years of relevant work and management experience, or for a current CPA license.
- Effective July 1, 2021, State of Utah Employees must either reside in Utah or be in the process of relocating within 30 days of their start date.
- This position may currently be a hybrid of both in-office and remote workdays.

- Risks found in the typical office setting, which is adequately lit, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
