Incumbents design, formulate, prepare, process, and coordinate contracts and grants at a state or department level or for a complex function. This is a senior or supervisory level job in which incumbents provide technical assistance and expert consultation on grants and contracts. Technical assistance includes reviewing federal, state, department and/or division requirements and ensuring compliance with those requirements. Other duties include monitoring and analyzing the performance of contractors, and ensuring proper fiscal control. May supervise subordinate staff.

Technical assistance includes reviewing federal, state, department and/or division requirements and ensuring compliance with those requirements. Other duties include monitoring and analyzing the performance of contractors, and ensuring proper fiscal control. May supervise subordinate staff.
- Examples of Duties: Writes, reviews, and/or negotiates grants, contracts and/or agreements.
- Ensures compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards and guidelines, etc.
- Ensures all required aspects of the contract are completed according to specifications and to contract requirements.
- Reviews fiscal operations to ensure integrity, accuracy and control of data.
- Provides technical assistance and contract interpretation to contractors.
- Meets and confers with management, users, and contract providers to resolve problems and coordinate services.
- Monitors agency or program budget including revenues, expenditures and budget projection, etc.
Minimum or "day-one" qualifications:
- Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
- Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process.
- Bringing others together and trying to reconcile differences.
- Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
- The ability to read and understand information and ideas presented in writing. Understanding written sentences and paragraphs in work related documents.
- Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
- The ability to listen to and understand information and ideas presented through spoken words and sentences.
- The ability to communicate information and ideas in speaking so others will understand.
- The ability to communicate information and ideas in writing so others will understand.
- The ability to combine pieces of information to form general rules or conclusions (includes finding a relationship among seemingly unrelated events).
- Giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times.
- Communicating effectively in writing as appropriate for the needs of the audience.

- Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
