The SC Public Employee Benefit Authority (PEBA) is the administrator and co-trustee of retirement and insurance programs for over half a million active and retired public employees of the State of South Carolina and their dependents.

Under general supervision, this position is responsible for entering financial data and preparing and maintaining financial schedules to support the audit of PEBA Insurance Benefits.  More than 800 employers, representing approximately 190,000 active subscribers, along with more than 99,000 retirees and COBRA subscribers, participate in PEBA Insurance Benefits programs, including health, dental, disability, life and vision insurance. These programs generate annual revenue exceeding $3.0 billion.  Additionally, this position performs reconciliation procedures between the PEBA Insurance Benefits EIP System (EIPS) and South Carolina Enterprise Information System (SCEIS) to ensure the accuracy and integrity of financial data.

Job responsibilities include:

  • Monthly reviewing and balancing the billing revenue and using an EXCEL workbook to record the detail.  Verifying and tying the created EXCEL workbook to the SCEIS feed. Resolving billing discrepancies with agency staff.  Submitting the feed to SCEIS within the first three working days of each month and confirming the posting.  This feed creates the IDT in SCEIS to charge the OPEB trust for related retiree premiums.  Confirming that all transactions are posted accurately.  Creating the journal entry in SCEIS to move the monthly LTD premiums billed to the DI Trust by the tenth of each month.

  • Assisting with preparing and completing various reports used by management.  Preparing and emailing the Monthly Activity Summary report.  Pulling and sending the Bank of New York Mellon's monthly audited statements & GASB 40 reports for the Health and Disability Trust.  Assisting the Insurance Controller with monthly financial reports for Insurance Benefits and OPEB Trusts.

  • Supporting finance operations by assisting with reviewing and approving transactions in SCEIS.  Serving as backup for essential functions to ensure the timely recording of deposits as required.  Updating submitted deposits in EIPS with the related SCEIS document number and clearing document number.  Maintaining and updating the desk procedures for both accounts receivable and accounts payable, which provides detailed instructions for the financial reporting functions within the Insurance Finance department.  Identifying and participating in process improvements.  Participating in projects in the Project Management Software (JIRA) system.

  • Collaborating with PEBA's IT department and third-party actuaries to analyze Subscriber, Dependent, and Retiree Census Data for completeness and accuracy, which is an essential requirement as part of the annual GASB 74 and GASB 75 financial reporting.  Assisting the Insurance Controller with external audits by preparing workpapers, drafting financial reports and responding to auditor requests.

  • Working closely with Insurance Controller on financial matters to ensure proper accounting and financial reporting of Insurance Benefits.

  • Performing other related duties as requested.
A bachelor's degree in accounting, finance, business or a related field and at least three years of professional experience in a related area, such as accounting, auditing, finance or banking. 

Knowledge of the principles, practices, theories and terminology of accounting, banking, budgeting or financial management.  Knowledge of state government fiscal accounting processes and systems.  Knowledge of office practices and procedures.  Knowledge of financial statement analysis and state and federal regulations and laws applicable to responsibilities.  Ability to apply mathematical concepts and to analyze and interpret complex financial data and reports.  Ability to plan, organize, review and supervise the work of subordinates.  Ability to establish and maintain working relationships and communicate orally and in writing.
 A Certified Public Accountant (CPA) or CPA candidate is preferred.

Salary : $52,100 - $88,600
