What are the responsibilities and job description for the Special Assistant (Deputy Director of Field Response) position at State of New York - Homeland Security and Emergency Services, Division of?
Typical daily tasks include but are not limited to:
- Coordinate DHSES regional emergency management personnel during times of emergency/disaster.
- Oversee and manage a team of 50 field staff stationed regionally throughout the state.
- Attend regional public safety and emergency management meetings, build collaborative relationships, gather data for statistical analysis, create and review policies and procedures, and assist with the completion of strategic management plan goals.
- Demonstrate initiative in building, forming, and maturing collaborative relationships across the emergency management, public safety, first responder, and community spectrum.
- Advise executive staff regarding external issues.
- Develop and deliver reports, briefings, presentations, and related materials.
- Represent the agency and executive staff at meetings, seminars, research groups, community events, and other venues as directed.
- Support the state's response efforts in the field and/or at the State Emergency Operations Center during exercises, planned events, and incidents.
- Support mass gathering planning efforts in cooperation with state and local agencies.
- Partner with other state agencies that have regional footprints to ensure field response efforts are coordinated and collaborative.
- Develop and maintain collaborative and effective working relationships with internal and external agency partners and community representatives.
- Serve as a State OEM Duty Officer on a rotating basis.
- Perform other duties as assigned.
- Travel throughout New York State will be required.
- Possession and maintenance of a valid Driver's License issues by the New York State Department of Motor Vehicles.
- At a minimum, the incumbent will work in the field two to three days per week. The incumbent will work the remainder of the week at the Albany OEM office in Building 22.
Substitution: A bachelor's degree in an acceptable field may substitute for four years of general experience, and a master's degree may substitute for one additional year of general experience.
- The candidate must have demonstrated the ability to interact with relevant stakeholders, including during times of an emergency, such as members of the public, federal, state, county, and local first responders, emergency management officials, elected officials, and the media. The candidate must manage and lead high profile projects and programs, the ability to respond to executive and external stakeholder requests for information during ongoing operations, as well as excellent communication skills, good judgment, and ability to prioritize.
Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
