What are the responsibilities and job description for the Environmental Specialist 1/Trainee 1/Trainee 2 (NY HELPS) position at State of New York - Homeland Security and Emergency Services, Division of?
Duties include but are not limited to the following:
- Maintain knowledge of applicable State and Federal laws, rules and regulations relating to mitigation projects and Hazard Mitigation Assistance (HMA) programs and share with project staff and stakeholders.
- Monitor and track multiple mitigation projects from all HMA programs.
- Review subapplications for environmental & historic preservation related issues, completeness and to ensure all FEMA program eligibility requirements are met for subapplication submission for potential funding.
- Research current recovery concepts, current program guidance and administration functions and provide to local, regional, and state entities.
- Coordinate with local, state and federal agencies to ensure regulatory permitting and floodplain management procedures are integrated into existing HMA procedures (including NYSDEC, SHPO, EPA, NYSDOT and NYSDOS).
- Maintain communication and visibility on policies and regulations related to climate change through coordination with NYSDEC, NYSERDA and other agencies as needed.
- Conduct outreach to local, state and federal stakeholders.
- Develop materials to support integration of environmental considerations into hazard mitigation planning and project implementation.
- Manage approved projects to include initial project management briefings, prepare contract agreements, reimbursement requests, quarterly reports, time extension requests, scope of work modifications, standard correspondence, and closeout reports.
- Assist in the preparation of grant announcements, letter of intent forms, application packages, ranking tools and other materials to support the administration of hazard mitigation grant programs.
- Assist in the production and delivery of presentations, briefings and webinars to all eligible mitigation subapplicants throughout the state regarding Climate Change and Environmental resiliency.
- Contribute to comprehensive written and verbal special reports and analyses for DHSES and State leadership.
- Participate in site inspections with technical staff and subapplicants.
- Maintain records to adequately administer grants, makes all applicable payments and support future audits.
- Potential to supervise permanent, temporary, and contractual staff, performing all supervisory duties as required.
- Perform other duties and special projects as required.
- Possession and maintenance of a valid Driver’s License issued by the Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the position.
- Work schedule may vary based on operational need.

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position.
This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education.
**Environmental Specialist level requirements:
Environmental Specialist Trainee 1 (equated to SG-14) - Four years of environmental analysis experience.*
Environmental Specialist Trainee 2 (equated to SG-16) - Five years of environmental analysis experience.*
Environmental Specialist 1 (SG-18) - Six years of environmental analysis experience.*
- Environmental analysis experience must include substantial involvement in the preparation and review of environmental impact analyses, requiring knowledge and application of state and federal environmental laws, regulations, methods, procedures, and standards; preparation of technical analyses on environmental impact matters; providing consultation on environmental impact laws, rules, and regulations; or conducting office evaluations and field investigations related to environmental regulatory programs.
Substitution: Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute five years of specialized experience; J.D. may substitute for six years of specialized experience.
REASSIGNMENT/TRANSFER
Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Environmental Specialist 1 and are interested in reassignment.
OR
Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position for transfer under Section 70.1 or 70.4 as appropriate of the Civil Service Law.

***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Salary : $56,183 - $88,970
