The duties that the incumbent of the vacancy will be expected to perform. Duties Description Climate Policy Analyst 2 – Two Positions

The Office of Climate Change is filling two (2) CPA-2 Section Lead positions within the GHG Mitigation Bureau. The CPA-2s will manage small teams delivering projects in two areas: GHG Outreach and GHG Inventory and Analysis.

GHG Stakeholder Management

The CPA-2 will plan and implement outreach strategies in support of the Bureau programs including the Parts 494 and 495 regulations on fluorinated GHGs. The CPA-2 will supervise staff, coordinate teams, and oversee contractors to complete projects related to the development of outreach plans, materials, presentations and trainings, and will provide technical support to the public and compliance entities such as via email or phone. The CPA-2 will manage a team that will track developments in relevant industries to inform State policy. CPA-2 will also support the development of Bureau materials generally, such as providing editorial review of the Statewide GHG Emissions Report. The preferred qualifications are experience or knowledge of the audiences affected by Parts 494 and 495, such as owners and operators of HVAC or refrigeration equipment, electric utilities, chemical companies, or equipment manufacturers.

GHG Inventory and Analysis

The CPA-2 will plan and implement data management and analysis projects to support Bureau programs including Parts 494, 495, 496, and the Statewide GHG Emissions Inventory. The CPA-2 will supervise staff, coordinate teams, and oversee contractors to complete projects that identify and address data management and analysis needs, including tasks to compile data from various sources, review data for quality, develop data inventory and reporting forms, check data for compliance with regulations, and conduct modeling and analysis. This work may require selecting appropriate software, acquiring necessary training, and establishing new procedures. The CPA-2 will also support the Bureau generally on analytic needs, such as by responding to requests for quantitative information on GHG sources, and by collaborating with other agency teams. The preferred qualifications are experience in database management, emissions inventories and modeling, and subject matter expertise in at least one of the GHG emission sectors in the Statewide GHG Emissions Inventory.

CLIMATE POLICY ANALYST 2

Promotion: one year of service as a Climate Policy Analyst 1.

Open Competitive: a bachelor's or higher level degree in one of the physical or natural sciences, environmental sciences, engineering, economics, or planning, AND three years of full-time professional experience in the establishment of environmental programs; preparing or reviewing climate relevant policies, plans, projects, regulations or environmental impact statements; preparing professional testimony for use in hearings or trials involving environmental matters; or preparing environmental analysis of climate change issues.. One year of this experience must have been involved in environmental analysis of climate change issues. A masters degree in one of the required disciplines may be substituted for one year of professional non-climate change experience, or a Ph.D. in one of the required disciplines may be substituted for two years of non-climate change experience.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their noncompetitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Minimum Qualifications for Climate Policy Analyst 2, SG-23

Reassignment - Currently in the title and an employee of DEC

or

Reinstatement Eligible - Previously held the title on a permanent competitive basis.

or

Transfer Eligible - One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law.

For eligibility under 70.4 transfer or 55b/c, employees must meet the minimum qualifications below.

Seven years of experience in the establishment of environmental policy; preparing, implementing, or reviewing climate relevant policies, plans, projects, regulations or environmental impact statements; preparing climate-relevant materials involving environmental matters; or professional testimony for use in hearings or trials involving environmental matters; or preparing environmental analysis of climate change issues.

An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
