Duties Description

Under the general direction and supervision of the Section Lead, the Climate Policy Analyst will be responsible for analyzing regulatory language, emissions data, modeling inputs, literature, and communication materials. The Climate Policy Analyst will assist senior staff in the development of policy and regulations to implement portions of the Climate Leadership and Community Protection Act. These actions are anticipated to include the development and implementation of greenhouse gas cap and invest program(s), supporting the implementation of complementary regulations such as the mandatory greenhouse gas reporting rule, and developing and implementing other regulations and polices. Duties will include, but are not limited to the following:

Review of regulatory language, communication materials, development of policy and regulations.

  • Analyze regulatory language to ensure consistency with desired climate scoping plan outcomes.
  • Develop technical presentations to communicate climate regulation goals and actions.
  • Analyze and summarize data to be included in rulemaking and communication documentation.
  • Analyze US EPA GHG reporting data, EIA State Energy Data System reports, and existing NY regulations to inform NY regulatory or policy development
  • Develop policy and regulatory documentation.

Review and Analysis of technical data and documentation

  • Review of technical journal articles to extract pertinent data and analytical methods.
  • Conduct analysis with other staff teams to share technical data and information methods.
  • Utilize Excel and other technical programs to present data in a meaningful way.

Review of emission data and modeling inputs

  • Review emissions data submitted by Title V and other reporting facilities to the Department.
  • Enter emissions and process data into DEC’s data management system.
  • Calculate specific emissions based on known emission factors and best available data.

Attend conference calls and meetings with appropriate commissions and agencies

  • Represent the Department on calls and in meetings with representatives of other New York State Agencies & Authorities (NYSERDA, DPS, Tax & Finance, DOT), EPA and other States.
  • Keep notes of meetings and transfer information to supervisor.

Essential Functions

  • Strong verbal and written communication skills and ability to present information and results.
  • Able to possess and broaden working knowledge of technology intensive, mandatory programs, including an understanding of technical documents and drawings.
  • Able to travel to meetings, sites, and outside conferences as required.
  • Capable of dealing effectively with the public, government, vendors, consultants, and other outside entities.
  • Able to understand and manipulate higher level computer software programs.

Qualifications

Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Minimum Qualifications

Climate Policy Analyst Trainee 1:

Four years of experience in the establishment of environmental policy; preparing, implementing, or reviewing climate relevant policies, plans, projects, regulations or environmental impact statements; preparing climate-relevant materials involving environmental matters; or professional testimony for use in hearings or trials involving environmental matters; or preparing environmental analysis of climate change issues.

For Trainee 2

Five years of experience in the establishment of environmental policy; preparing, implementing, or reviewing climate relevant policies, plans, projects, regulations or environmental impact statements; preparing climate-relevant materials involving environmental matters; or professional testimony for use in hearings or trials involving environmental matters; or preparing environmental analysis of climate change issues.

For The Full Performance Level

Six years of experience in the establishment of environmental policy; preparing, implementing, or reviewing climate relevant policies, plans, projects, regulations or environmental impact statements; preparing climate-relevant materials involving environmental matters; or professional testimony for use in hearings or trials involving environmental matters; or preparing environmental analysis of climate change issues.

An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Candidates May Also Be Eligible Via Qualifications Below

Reassignment - Currently in the title and an employee of DEC

or

Reinstatement Eligible - Previously held the title on a permanent competitive basis.

or

Transfer Eligible - One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
