The New Mexico Forestry Division retains lead responsibility for wildland fire management on all non-federal, non-tribal, and non-municipal lands, maintaining fire suppression capacities and emphasizing public and firefighters¿ safety. The Forestry Division promotes healthy, sustainable forests and watersheds in New Mexico for the benefit of current and future generations.
Why does the job exist?
The position of Wildland Fire Business Auditor is necessary to meet the Forestry Division's wildfire suppression mandate while maintaining a fiscally responsible fire management program. The position is responsible for requesting and tracking emergency executive orders, creating and maintaining fire liability accounts, reviewing cost in the fire management data system, developing federal reimbursement requests from federal agencies including FEMA, while ensuring district offices comply with state and federal rules. The Wildland Fire Business Auditor oversees the inter-agency fire business management procedures, develops cost share agreements with other jurisdictionally responsible agencies. Coordinates with Incident Management Teams and Buying Teams to ensure all EMNRD's guidelines are meet. Provides training to field personnel who are responsible for implementing fire suppression agreements and are representatives of the Forestry Division on national and geographical area of fire business management working groups and committees. Updated and review the annual operating plan for incident management teams.
How does it get done?
1. Create and maintain fire liability account to assure available funds are budgeted appropriately to meet Division fire liabilities.
2. Reconcile Executive Order revenue and assist with completion of Executive Order requests and budgeting.
3. Perform random periodic audits of fire expenditures to assure compliance with appropriate procurement and fire policies.
4. Manage and oversee Division emergency procurements for Emergency Equipment Rental Agreements and Land Use Agreements (sunshine portal submissions).
5. Manage and oversee completion of wildland fire Price Agreements.
6. Prepare and maintain all forms and schedules required to obtain reimbursement on FEMA fires in order to maximize reimbursement to the state general fund.
7. Coordinate with federal agencies on current inter-agency fiscal fire policy issues.
8. Interact and coordinate with EMNRD staff, Incident Management Teams, Buying Teams, and other supporting units to receive and provide current information to ensure all guidelines and cost containment are meet.
9. Perform working duties from an Incident Command Post (ICP) for up to a 14-day period as directed by Wildland Fire Business Operation Supervisor. Maybe required to camp and travel during the 14-day period.
10. Provide support as needed to wildland fire financial staff.

This position reports directly to the Wildland Fire Business - Supervisor and provides administrative support for wildland firefighting activity. Primary customers are wildland firefighting division staff, statewide and national wildland firefighting cooperators, wildland firefighting suppliers, division and agency administrative and financial staff.

Minimum Qualification
Bachelor's degree in finance, accounting, economics, or business administration and four (4) years of directly related experience in budgeting, accounting, and/or auditing. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. For use at the State Investment Council only: any budgeting, accounting, and/or auditing experience is acceptable.
Employment Requirements
Must maintain and possess a current New Mexico Driver's License, Defensive Driving Certificate
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting. Must be able to lift 25 lbs. Day/overnight travel using a District vehicle. Will be required to work irregular or extended hours during fire assignments to include working on weekends and holidays, including travel to fire base camps during periods of wildland fire activity which is predominately April - September.
