The Early Childhood Education and Care Department was established on July 1, 2020. The Department's aim is to create a more cohesive, equitable, and effective early childhood system in New Mexico. That means coordinating a continuum of programs from prenatal to five and ensuring that families in every corner of the state can access the services they need.

Why does the job exist?
This position is responsible for development, implementation, management, and reconciliation of all purchasing and contractual obligations of the Family Support and Early Intervention (FSEI) programs. This position will allow FSEI to meet the needs of New Mexico families and young children by procuring services and supplies in the development, education and wellbeing through high-quality, community-based and family-driven early childhood programs. This position guarantees appropriate procurement activities for FSEI are fiscally allowed and appropriate for FSEI programs and its residents. Through certifying that all procurements follow and comply with the New Mexico Procurement Code, the General Services Department State Purchasing Agent requirements, and the Department of Finance and Administration's Manual of Accounting Practices this position will ensure that FSEI remains compliant with these various sources of regulations and standards. This position is also responsible for the procurement management of all FSEI requests for proposals, request for agreements, invitations to bids, sole source procurements, and any other procurement vehicle deemed necessary. This position is expected to manage multiple deadlines while using independent judgments while performing these duties under limited supervision or direction.
How does it get done?
The position is responsible for analyzing, creating, developing, reconciling, and managing contractual obligations, purchase requisitions, purchase orders, change orders, Requests for Proposals (RFPs), Requests for Applications (RFAs), Memorandums of Understanding (MOUs), Intergovernmental Governmental Agreements (IGAs), and other legally binding agreements for FSEI programs within a $113 million dollar budget. It will also work in collaboration with ECECD's Chief Procurement Officer on all procurement items, including reviewing the Scope of Work (SOW) for all FSEI programs and conducting reconciliation and spending pattern analyses for all contracts, agreements, and purchase orders in preparation for Year End closeout. The position plays an important role in monitoring all procurements within the division and ensures that all funds are used in a fiscally appropriate manner. In addition to overseeing FSEI's $113 million dollar budget, this role will serve as the FSEI Procurement Manager and provide procurement advice and direction to stakeholders as needed. The position is expected to perform basic administrative duties such as maintaining organized and adequate records of all procurement activities, keeping multiple spreadsheets and trackers up to date, and providing a high level of customer service to internal and external stakeholders. It will ensure that the FSEI division complies with all applicable agency, state, and federal requirements and regulations, including but not limited to the New Mexico Procurement Code, the General Services Department State Purchasing Agent requirements, and the Department of Finance and Administration's Manual of Accounting Practices.

Minimum Qualification
Bachelor's degree in a relevant field and seven (7) years directly related experience as it relates to the essential duties of the classification. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eleven (11) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, and reaching may be required. Direct client interaction and some travel may be required.
