The NM State Land Office has a Non-Emergency Telework Policy, which allows eligible employees to telework up to twenty-four (24) hours a week consistent with the agency's business needs.

The Commercial Resources Division currently is operating on a schedule allowing for up to 16-hours of telework after a probationary period. All new hires in the Commercial Resources Division must complete a 6-month probationary on-boarding and training period before becoming eligible for telework agreements.

As a valued State Land Office employee, you will receive a hiring bonus of forty (40) hours of leave at your start date to be used at any time. This is in addition to standard leave accrual for employees.
Why does the job exist?

The core mission of the New Mexico State Land Office (NMSLO) is to responsibly generate revenue through a wide array of leasing activities on state trust lands on behalf of public schools, universities and hospitals. Leases and rights-of-ways managed by the Division have varying compliance requirements that must be monitored and addressed to ensure lessees are meeting their contractual obligations. This position's primary focus will be to assist with the development and maintenance of division-wide compliance procedures, and the resolution of specific compliance problems related to specific rights-of-way and business leases. Commercial Resources Division analysts manage portfolios of leases/rights-of-way but the Division currently lacks a dedicated position to consistently manage a compliance framework and tackle more complex compliance issues. In particular, the position would help track the Division's inventory of financial assurances (bonds), resolve invoicing and payments discrepancies, ensure the timely management and resolution of monies held in suspense, and help maintain adherence to applicable rules (including record requirements). This position will also coordinate with Division analysts, other divisions as well as external customers. This position will help ensure that payments are properly received, processed, and distributed to public schools, universities, and hospitals in a timely manner, while identifying and resolving issues that may delay or prevent the proper application or distribution of funds.
How does it get done?

The key responsibilities for this position include providing ongoing compliance, financial, and administrative oversight of Commercial Resources Division leases, rights-of-way and other related agreements. This position serves as an important control point between lease administration, compliance, revenue collection, suspense resolution, and lease closeout. Through oversight, research, and communication, this role ensures commercial activities are authorized, contracts are fulfilled, revenue is accurately distributed, and state trust lands are protected. The position requires independent research and problem-solving attention to contractual and financial details, coordination with lessees and multiple NMSLO divisions, and the ability to identify and resolve compliance issues before they affect lease issuance, re-issuance, revenue collection, or closeout. The position is also responsible for helping to develop and maintain division-wide compliance processes and procedures to ensure adherence to applicable rules. The work directly supports the Commercial Resources Division's responsibility to responsibly administer state trust lands for the benefit of the legal trust established to support designated public institutions in New Mexico.
