The State Treasurer's Office (STO) is an independently elected constitutional office that manages the State of New Mexico's financial assets and banking operations. The agency provides cash management services to state agencies; invests funds on behalf of state agencies and local government investment pools; administers New Mexico's ABLE and retirement savings programs; oversees and validates banking transactions; serves as the paying agent for the State's outstanding debt and bond obligations; and ensures compliance with the State's collateral policy for financial institutions holding public funds.

Why does the job exist?

The Financial Analyst Advanced position provides investment transaction management to ensure that state investments are accounted for, monitored, and reported correctly.
How does it get done?

The Financial Analyst Advanced is responsible for conducting analysis, studies involving financial investment portfolios, budget within investment cash flows, management of multiple funding sources, and administrative problems of multiple financial systems within NMSTO. This position will involve multiple funding sources within a diverse number of investment portfolios with a high level of accountability, sensitivity, and responsibility. Additionally, this position will serve as the expert in transaction processing and budget analysis associated with NMSTO operational activities. The position advises staff of corrections and evaluation of data processes, including cash flow projections of the NMSTO portfolios.
Who are the customers?

The job serves the State Treasurer, the Investment Division, a limited number of agencies placing funds with STO for overnight investment, local government and tribal entities that invest in the Local Government Investment Pool. The position also works closely with the State Treasurer's Office external banking partners.

Minimum Qualification

Bachelor's Degree in accounting, economics, finance, or business administration and three (3) years of experience in accounting, finance, economics, and/or statistical analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience.
Employment Requirements

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage.
