Why does the job exist?

The Senior Business Operations Analyst will:
Support and strengthen the rule promulgation and amendment process;

Serve as the primary point of contact for Subject Matter Experts (SMEs) requesting copies of existing rules and guidance related to rule amendments.

How does it get done?

The Senior Business Operations Analyst is responsible for:
Coordinating, tracking, and monitoring all stages of the rule promulgation process ensuring compliance with applicable statutory, regulatory, and administrative requirements;

Serving as the central coordinator for rule promulgation activities, ensuring consistency, accuracy, and timely completion of required actions;

Developing, maintaining, and communicating rule promulgation timelines, monitoring progress, and ensuring stakeholders adhere to established deadlines;

Distributing rule documents, templates, and related materials to Subject Matter Experts (SMEs) and providing guidance regarding the rule amendment process;

Maintaining and updating rule promulgation templates, forms, and supporting documentation to reflect current requirements and best practices;

Scheduling, coordinating, and facilitating public hearings related to proposed rule changes, including hearings conducted in the Santa Fe office;

Reviewing, formatting, and preparing rule-related documents for publication and submission;

Updating and maintaining the Rule Promulgation Desk Guide ensuring processes and procedures remain current and accurately documented;

Maintaining the New Mexico Administrative Code (NMAC) master list and monitoring the status of all open NMAC actions ensuring effective communication and collaboration among stakeholders;

Maintaining tracking systems for NMAC and supplement actions, posting supplements and coordinating required mailings for supplements and public notices;

Providing training, guidance, and technical assistance to SMEs regarding rule promulgation requirements, timelines, and procedures;

Assisting with the distribution and numbering of manual revisions and related publications;

Identifying rule actions that qualify for emergency promulgation, establishing applicable deadlines, and coordinating expedited processing requirements;

Serving as backup support for screening NMAC submissions ensuring compliance with NMAC and applicable Code of Federal Regulations (CFR) requirements;

Preparing reports, maintaining records, and providing status updates regarding rule promulgation activities and implementation timelines;

Participating in special projects and performing other duties as assigned in support of the unit's mission and operational objectives.

Minimum Qualification

Associate Degree in Business Administration, Public Administration, or Accounting and one (1) year of directly related job experience in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling three (3) years may substitute for the required education and experience.
Employment Requirements

Must possess and maintain a valid driver's license.

Must obtain a Defensive driving certification.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage with extended periods of sitting. Some standing, bending and reaching may be required.
