The New Mexico Department of Transportation (NMDOT) Natural Resource, Cultural Resource, and Roadside and Community Design Sections within the Environmental Bureau work with stakeholders and the public to ensure that state and federally funded highway and transportation projects provide lasting value for a community while also protecting and enhancing the environment and preserving cultural resources throughout the over two hundred ( 200,000) acres of NMDOT Right of Way (ROW).
As a valued new employee to NMDOT, you may be eligible to receive three (3) days of administrate leave upon your start date. This is applicable to external hires not within the State of New Mexico Government.
Why does the job exist?
The NEPA Supervisor oversees the Environmental Clearance (NEPA) certification process for all federally funded construction projects statewide and provides environmental clearances for all state-funded and maintenance projects as well. An Environmental Clearance is required to obligate federal funding for all NMDOT projects.
This position oversees staff assigned to each of the six (6) NMDOT districts and maintains close contact with Project Design Engineers (PDE) to maintain projects schedules, budgets, and deadlines. Additionally, this position will provide weekly updates on potential project environmental issues including delays, complications, and problems that need to be escalated to upper management.
How does it get done?
This position supervises up to six (6) staff within the Natural Resources Section who are responsible for analyzing and developing NEPA documents and clearances for all NMDOT construction and maintenance projects.
The NEPA Supervisor assists the Section Manager in developing agency relationships and inter-agency agreements, and coordinating complex projects. This position ensures that the environmental components of all construction design projects are on-schedule and budget and meet regulatory requirements.
The position will assist with development of Requests For Proposals (RFP) negotiate rates, review and score proposals, monitor active contract amounts and request increases, coordinate funding, and review deliverables and invoices.

The NEPA Supervisor serves the North, Central and South Region Design Centers (NRD, CRD and SRD) and all six (6) NMDOT District Offices, and consults with Tribal/Local Public Agencies (T/LPA), utility companies, and NMDOT consultants and contractors.
The position also works directly with the U.S. Fish and Wildlife Service, New Mexico Department of Wildlife, New Mexico Environment Department, the U.S. Army Corps of Engineers, and other federal and state and tribal regulatory and land management agencies.
Ideal Candidate

Minimum Qualification
Bachelor's Degree in Physical, Natural, or Environmental Science, Soil Science, Engineering, or Chemistry and five (5) years of work experience in public/environmental health, environmental science, animal science, natural science, biological science, physical science, air quality management, engineering, chemistry, geology, hazardous waste management, wildlife management, and/or water resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual Display Terminals. In-state travel required. Deadlines sometimes cause for longer days. Occasional work in a field or, including during inclement weather conditions. Position will require occasional field visits, possible overnight trips, working outside in inclement weather, and visiting active construction sites in highway environments and/or industrial settings.
