THIS POSITION REQUIRES FULL-TIME, ON-SITE PRESENCE IN SANTA FE.

The Department of Finance and Administration (DFA) serves as the State of New Mexico's central financial, budgeting, and administrative agency. DFA plays a vital role in promoting fiscal accountability, transparency, and compliance across state government, supporting agencies, elected officials, and the public in the responsible stewardship of public resources.

This position is part of the Financial Control Division, which provides statewide leadership in accounting, financial reporting, internal controls, and compliance. The division partners closely with state agencies to ensure alignment with statutory requirements, model accounting practices, and generally accepted accounting principles, while also supporting informed and strategic financial decision-making.

Why does the job exist?

This position exists to ensure the accurate, timely, and compliant processing of financial transactions across state government. It plays a critical role in validating and overseeing 'purchase-to-payment' financial documents submitted by state agencies.

The position is responsible for reviewing, auditing, and approving a wide range of financial documents, including purchase orders, change orders, payment vouchers, and journal vouchers, to ensure compliance with state statutes, the Procurement Code, federal requirements, and the Manual of Model Accounting Practices.

Additionally, the role provides direct oversight and support to an assigned group of state agencies by performing daily pre-audit and approval functions within the SHARE financial system. Through this work, the position helps safeguard public funds, promote consistency in financial practices, and ensure transactions are processed accurately and within required timeframes.
How does it get done?

This position is responsible for performing pre-audit and approval of financial transactions to ensure all work is completed accurately, timely, and in full compliance with applicable laws, rules, and policies, including post-audit review as necessary. The role involves reviewing, analyzing, and approving a variety of financial documents submitted by assigned state agencies within the SHARE financial system, including purchase orders, change orders, payment vouchers, and journal vouchers.

In carrying out these responsibilities, the position evaluates procurement transactions to ensure adherence to the State Procurement Code and verifies the proper accounting treatment of all transactions to support accurate financial reporting. The role also includes providing timely electronic approval of financial documents to facilitate efficient agency operations and payment processing.

Additionally, this position works collaboratively with state agencies to resolve issues, provide guidance, and promote consistent application of financial policies and procedures, supporting strong internal controls and the responsible stewardship of public funds.

Minimum Qualification

Bachelor's Degree in Accounting, Finance, Auditing, or Business Administration and one (1) year of directly related work experience in accounting, auditing, finance, and/or budgeting. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
Employment Requirements

Pre-employment criminal background check is required, and employment offer will not be extended prior to results.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
