The New Mexico Department of Public Safety (DPS) is seeking a motivated and capable Associate Information Technology Project Manager to join the Information Technology Project Management Office (PMO). The PMO is a key strategic bureau within the DPS Information Technology Division (ITD) and supports technology initiatives serving DPS, the New Mexico State Police (NMSP), and the broader law enforcement community throughout New Mexico.

DPS promotes a safe and secure New Mexico through intelligently led policing, scientific and technical support, current and relevant training, and innovative leadership for the broader law enforcement community. The PMO supports this purpose by helping DPS plan and deliver effective, efficient, innovative, and customer-focused technology initiatives that strengthen public safety services and advance the department's vision for excellence.
Why does the job exist?

The Associate Project Manager exists to help DPS successfully plan, coordinate, and deliver information technology projects that support agency operations and public safety services. The position provides the structure, oversight, communication, and accountability necessary to keep projects aligned with approved scope, schedule, budget, and organizational priorities.
How does it get done?

  • Collaborates with project stakeholders and contributes to or leads project initiation activities which may include assessment of regulatory compliance requirements, defining scope and performance measures, developing business cases, and/or determining project approach.
  • Contributes to or leads project planning activities - e.g., performs alternatives analysis and assess feasibility, refines scope and performance measures, finalizes project approach, develops schedule, identifies resource requirements, develops project budget, establishes initial project team, documents project management plan.
  • Understands and applies various methodologies and tools for specific projects and situations to deliver consistent, effective, and quality project results.
  • Manages project execution including budget, cost/schedule/performance, risks, reporting, issues, governance, resources, quality, scope, outcomes, and results.
  • May participate actively in procurement-related activities.
  • Leads or participates in project close-out activities - e.g., transition, lessons learned, post-implementation review, archive.
  • Participates in and facilitates problem-solving; defining the problem, performing root cause analysis, exploring options and solutions, understanding constraints, and recommending the best solution based on data-driven analysis.
  • Applies interpersonal skills to establish credibility and rapport with team members, management, and stakeholders.
  • Contributes to continuous quality improvement of internal systems and solution delivery processes.

The work is performed for DPS leadership, business divisions, technical teams, and project stakeholders, as well as the law enforcement agencies and public safety partners supported by DPS technology services.

Minimum Qualification

Associate Degree in Computer Science or similar technical major and four (4) years of experience in software development or systems analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience. CAPM certification may be substituted for one (1) year of experience.
Employment Requirements

Employment is subject to a pre-employment background investigation and fingerprinting in accordance with all terms and conditions of federal and state law, rules and regulations; and is conditional pending results. Continued employment is contingent upon remaining felony free, per Section 5.12.1.1 of the Criminal Justice Information Systems Security Policy.

In addition, the selected candidate must possess and maintain a valid driver's license and obtain a Defensive Driving Certificate from the State of New Mexico.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage interacting with customers. Some sitting, standing, bending and reaching may be required. Some travel may be required.
