Job Description:
The Program Manager will oversee State licensure and federal certification of Intermediate Care Facilities for Individuals with Intellectual Disabilities, Psychiatric Residential Treatment Facilities, Centers for Persons with Developmental Disabilities, and Mental Health Substance Use Treatment Centers.

The Program Manager will:
- Manage and administer all aspects of the Office of Developmental Disabilities and Behavioral Health Facilities and Services by planning, organizing, evaluating and directing the work of staff to facilitate the attainment of Facilities Licensure Unit performance goals and objectives and CMS Performance Standards; assisting in the development of budgets; and establishing and maintaining liaison with provider associations and other groups to facilitate collaborative working relationships relating to health care facility licensure and certification.
- Manage and oversee all aspects of licensure and certification activities for the Office of Developmental Disabilities and Behavioral Health Facilities and Services by preparing and implementing systems and procedures to facilitate the initial issuance and renewal of certifications and licenses for Intermediate Care Facilities for Individuals with Intellectual Disabilities, Psychiatric Residential Treatment Facilities, Centers for Persons with Developmental Disabilities, and Mental Health Substance Use Treatment Centers; implement systems and procedures for investigation of complaints against Intermediate Care Facilities for Individuals with Intellectual Disabilities, Psychiatric Residential Treatment Facilities, Centers for Persons with Developmental Disabilities, and Mental Health Substance Use Treatment Centers in accordance with applicable statutes, regulations, survey protocols and procedures; create and implement Licensure Unit operational policies and procedures; and provide educational presentations and distribute materials pertaining to licensure and certification requirements.
- Establish and implement public health policy relating to licensure and certification of healthcare facilities and services by drafting legislative bill language, conducting impact analysis, and preparing summaries and fiscal notes using information derived from researching issues and stakeholder input; preparing testimony on legislative bills; preparing rules and regulations and advancing them through the promulgation process timely and correctly; and reviewing and formulating recommendations on national policy that pertains to health care facility and service licensure and certification. Travel may be required to meet with stakeholders and attend conferences. Wage: $30.500 hourly to start. $32.025 hourly after successful completion of original probation.
Requirements / Qualifications
Minimum Qualifications: Bachelor’s degree in business or public administration, social/behavioral sciences, education, health sciences, public health, education, law or related field and one year experience in program planning, implementation, budgeting, monitoring, evaluating, marketing a program or service and supervising/managing staff. Related coursework, training and/or education may substitute for the Bachelor’s degree on a year-for-year basis.
Preferred Qualifications: Five or more years of management experience as well as work experience in behavioral health or developmental disabilities facilities and services; and experience in process improvement/quality assurance initiatives.
Other: Valid driver's license or the ability to provide independent, authorized transportation for work-related travel.
Knowledge, Skills, and Abilities:
Knowledge of federal and state requirements pertaining to survey and certification of behavioral health or developmental disabilities facilities and services, including awareness of provider issues and education needs, understanding of care, payment, and staffing issues; the principles and practices of management; business and management principles including planning, budgeting, resource allocation and human resources; the techniques of research, planning and evaluation; program analysis/evaluation; and policy development.
Skill in leadership; communication, including public speaking; analytical and critical thinking; time management; performing quality assurance and evaluating program effectiveness; and identifying problems and developing options for solutions.
Ability to plan, assign, direct and evaluate the work of subordinate and professional program staff; learn, apply and interpret State and federal statutes and regulations and agency policies and procedures; develop and maintain effective relationships with internal and external stakeholders; adapt to changing and/or competing priorities in an effective and professional manner; implement objectives and performance goals; assess progress toward achievement of objectives and adherence with standards and/or policies; and demonstrate professionalism.
