This position serves as the primary purchaser responsible for sourcing and acquiring goods and services in accordance with established policies and procedures set forth by both the agency and the Office of State Procurement (OSP), a division of the Minnesota Department of Administration. Additionally, this position serves as the contract coordinator for all professional/technical contracts.

- Other job duties that this position is responsible for include serving as the agency purchasing card coordinator, preparation of financial documents and reports, and serving as a lead worker to one other staff member.
- This position requires the ability to be highly organized, determine priorities, balance a variety of duties at the same time, and work under pressure.
To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. - Two (2) years of experience providing support for accounting related functions
- An associate degree in Accounting, Finance, or an accounting/finance-related program may substitute for 6 months accounting experience.
- Knowledge of generally accepted accounting principles and bookkeeping sufficient to analyze fiscal data, identify and correct errors, and recommend solutions. and interpret fiscal information, records and reports; locate errors; and recommend solutions to procedural or other fiscal problems.
- Proficiency in using accounting systems (e.g. SWIFT) to generate purchase orders, run query reports, manage budgets,
- Familiarity with financial terminology and budget preparation Strong communication skills to be able to communicate with multiple stake holders
- Ability to research, interpret, analyze and explain contracts, relevant laws, policies, and agency procedures, as well as design and/or streamline procedures and operations.
- Bachelor's degree in Accounting, Business Administration, or Finance.
- Experience with State government accounting.
- Experience with SWIFT procurement module and Data Warehouse (OBIEE)
- Hold a current State of MN Certification in Authority for Local Purchase (ALP)
- Experience working with Deaf, Hard-of-Hearing, DeafBlind, Blind, or Visually Impaired staff/students, including students with additional disabilities.
- Proficiency in American Sign Language or willingness and ability to obtain the required level of ASL proficiency within the established policy timeframe, with training provided during the workday.
- Ability to occasionally lift and carry up to 25 pounds with assistance of equipment/other persons.
