Introduction

The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.

GRADE

14 This position offers a salary range of $58,428 - $82,155, with potential for advancement up to $90,709 over time based on longevity and increased responsibilities. Initial salary offers are determined by qualifications, experience, equity, and available budget, and will not exceed $82,155.

Main Purpose of Job

The Office of the Attorney General (OAG) provides legal support to the Maryland Department of Natural Resources (DNR) in its mission to preserve, protect, restore, and enhance the State’s natural resources. The DNR legal team advises, represents, and defends the DNR across a wide range of matters, including land acquisition for conservation and recreation, management of state forests, parks, and wildlife, regulation of commercial and recreational fishing and hunting, oversight of aquaculture and endangered species protection, vessel licensing and excise tax collection, enforcement of environmental and natural resource laws, and support to affiliated entities such as the Natural Resources Police, Maryland Environmental Trust, Chesapeake Bay Trust, and the Critical Area Commission. The unit is comprised of the Principal Counsel, Deputy Principal Counsel, Supervising Senior Attorney for Real Estate and Transactions, ten Assistant Attorneys General, a Paralegal, and this Administrative Officer position.

POSITION DUTIES

The DNR is seeking a qualified candidate for the position of Administrative Officer to serve as the Office Manager for the DNR legal unit. Reporting directly to the Principal Counsel, this role is responsible for overseeing general office administration and managing the unit’s fiscal operations. Key responsibilities include: Developing and monitoring the unit’s annual budget Preparing and submitting monthly budget reports to the Principal Counsel Processing invoices, expense reimbursements, and other fiscal transactions in accordance with state procedures In addition to fiscal duties, the Administrative Officer will support legal operations by drafting and proofreading correspondence and legal documents related to litigation and transactional matters, conducting legal research, and assembling case files and exhibit binders as needed. This position plays a critical role in ensuring the smooth and efficient functioning of the legal office.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.� Experience: Three years of experience managing the day-to-day administrative duties of a law office; working with budgets and paying invoices; processing human resources transactions; providing administrative and paralegal support to attorneys. Applicants shall have strong organizational skills, be detail-oriented and be able to work at a consistently high volume. Experience with Adobe Pro and either Microsoft Office or Google Suite is required. Notes: Candidates may substitute 30 college credit hours or a certificate in paralegal studies from an accredited college or university for each year for up to two years of the required experience.�

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate should have: Familiarity with Smartsheet fiscal system, or a similar fiscal system, and Familiarity with Budget management.�

State employees are eligible to participate in two supplemental retirement plans: the 457 Deferred Compensation Plan and the 401(k) Savings and Investment Plan. The State also offers a free mass transit benefit for local bus and express bus services.�
