POSITION DESCRIPTION:

The Cooperative Agreements/Grant Manager serves as the principal assistant and second-in-charge to the Deputy Director  - Budget, providing leadership and continuity for Budget Office operations. This position assists in the planning, coordination, execution, and oversight of the agency's state budget and federal funding activities and serves as the Deputy Director  - Budget's designee in their absence. The incumbent provides technical expertise in governmental budgeting, financial management, federal grant administration, compliance, and strategic financial planning while supporting executive leadership with financial analysis, reporting, and budget execution. Assist the Deputy Director  - Budget in managing daily Budget Office operations and ensure continuity of operations by acting on the Deputy Director's behalf as delegated. Coordinate agency budget development, execution, monitoring, and reporting activities, including annual operating budget preparation, appropriations management, spending plans, budget adjustments, and financial forecasting. Review and analyze agency expenditures, monitor spending trends, identify funding issues, and recommend corrective actions to ensure fiscal integrity and compliance with authorized appropriations. Prepare and process budget revisions, Financial Management Budget Builder (FMBB) documents, budget adjustment requests, and other financial transactions within LaGov. Support administration of the agency's federal grant portfolio by assisting with grant budgeting, expenditure tracking, reconciliations, financial reporting, cost allocation, reimbursement requests, and financial closeout activities. Assist in preparing federal financial reports, burn rate analyses, cost split calculations, SEFA reporting, audit documentation, and other required state and federal financial reports. Provide technical assistance and financial guidance to executive leadership, program managers, fiscal staff, and agency personnel regarding budgeting, grant administration, financial management, and internal controls. Coordinate with the Office of Planning and Budget (OPB), Office of Statewide Reporting and Accounting (OSRAP), State Treasury Office (STO), Legislative Fiscal Office (LFO), FEMA, auditors, and other state and federal partners. Assist in maintaining effective internal controls and ensuring compliance with applicable state and federal laws, regulations, grant requirements, and agency policies. Lead or participate in special projects, financial system improvements, process enhancements, and strategic initiatives as assigned. Support emergency operations by providing financial leadership and budget support during disaster response activities, including extended work schedules as required. Perform other duties as assigned.  

POSITION QUALIFICATIONS: 
Minimum Qualifications: Applicants must meet one of the following: Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, Economics, Mathematics, or a closely related field and four (4) years of progressively responsible professional experience in governmental budgeting, financial management, accounting, fiscal administration, grants management, or a related field; or Associate's degree in one of the above fields and six (6) years of progressively responsible related experience; or High school diploma or equivalent and eight (8) years of progressively responsible experience in governmental budgeting, finance, accounting, fiscal administration, grants management, or a related field. Equivalent combinations of education and experience may be considered in accordance with agency policy.

Required Qualifications: Knowledge of governmental budgeting principles, accounting standards, financial reporting, internal controls, and fiscal management practices. Knowledge of Louisiana state budget processes and financial reporting requirements. Experience developing, monitoring, reconciling, and analyzing operating budgets and financial transactions. Experience preparing financial analyses, expenditure projections, budget adjustments, forecasts, and management reports. Experience using enterprise financial management systems such as LaGov or comparable governmental financial systems. Advanced proficiency with Microsoft Excel, including pivot tables, lookups, and complex formulas, as well as Microsoft Word and PowerPoint. Ability to interpret and apply federal and state laws, regulations, policies, and fiscal procedures. Strong analytical, organizational, problem-solving, and time-management skills. Excellent written and verbal communication skills with the ability to present financial information and recommendations to executive leadership, program managers, auditors, and external stakeholders. Demonstrated ability to work independently, manage multiple priorities, meet strict deadlines, exercise sound judgment, and maintain confidentiality.

Preferred Qualifications: Master's degree in Accounting, Finance, Business Administration, Public Administration, Economics, Mathematics, or a closely related field and four (4) years of progressively responsible professional experience in governmental budgeting, financial management, accounting, fiscal administration, grants management, or a related field. Six (6) or more years of progressively responsible experience in governmental budgeting, financial management, grants management, or fiscal administration. Experience administering or supporting federal grants, cooperative agreements, or other externally funded programs. Working knowledge of federal grant regulations, including Uniform Guidance (2 CFR Part 200), allowable costs, reimbursement processes, and financial reporting requirements. Experience preparing budget adjustment requests, expenditure plans, financial forecasts, burn rate analyses, and executive-level budget presentations. Experience working with the Office of Planning and Budget (OPB), Office of Statewide Reporting and Accounting (OSRAP), State Treasury Office (STO), Legislative Fiscal Office (LFO), FEMA, or comparable governmental agencies. Experience using Louisiana's LaGov financial management system, including Financial Management Budget Builder (FMBB) functions. Experience preparing or reviewing SF-425 Federal Financial Reports, SEFA schedules, cost allocation plans, payroll allocations, grant reimbursements, and financial reconciliations. Experience supporting financial audits, monitoring reviews, fiscal year-end closeout activities, and compliance reporting. Experience working in emergency management, homeland security, public safety, disaster recovery, or another governmental agency operating in a dynamic emergency response environment.

GENERAL REQUIREMENTS:
  • Must have a valid Driver's License, Social Security Card and Birth Certificate.
  • Must be available to report to duty during emergency or disaster situations for extended hours over an extended period of time. Other periodic travel may be required.
  • Must meet physical requirements to perform functions of the position.
  • Must attend/complete all Louisiana Military Department (LMD) annual training and other training required for the position.
  • Must adhere to the Code of Ethics and foster a Sexual Harassment-Free Environment.

CONDITIONS OF EMPLOYMENT:
