Position Summary & Responsibilities

Position Summary:

Elder Justice Program Manager helps beneficiaries prevent, detect and report Medicare fraud, errors and abuse. This position coordinates activities that result in the effectiveness and growth of the Senior Medicare Patrol (SMP) program to include presentations, outreach and education, one-on-one counseling, partner recruitment and training, subgrantee agency support, networking, referrals, and complex interaction case work.

This position is responsible for strengthening systems that prevent and address elder abuse, neglect, exploitation, and Medicare fraud; improving the financial literacy of older Kansans; and enhancing the quality, coordination, and impact of legal and elder rights services statewide. The Elder Justice Program Manager works collaboratively with internal leadership, Area Agencies on Aging, legal services providers, Adult Protective Services, the Attorney General’s Office, and other partners to advance a coordinated, high-quality elder justice framework that protects and promotes the rights, safety, and well-being of older adults.

Job Responsibilities may include but are not limited to the following:

Subgrantee and Team Member Coordination

• Provide leadership, direction, and technical assistance to subgrantee Coordinators and complex interactions specialists
• Provide strategic leadership for statewide initiatives addressing elder abuse, neglect, and exploitation, with emphasis on older adults served through Older Americans Act programs.
• Provide technical assistance to Coordinators and team members
• Coordinate team member screenings, applications, background checks, trainings and recruitment
• Ensure successful implementation of grant requirements and Volunteer Risk and Program Management (VRPM) policies and procedures by subgrantees
• Monitor emerging research, best practices, and trends in elder justice and fraud prevention to inform policy and program development.

Training

• Research best recruitment and retention practices and train Coordinators on these techniques via individual sessions and new Coordinator onboarding, and by conducting group training sessions via monthly Coordinator meetings and the annual conference
• Evaluate subgrantee programs and services to design methods of incorporating the SMP message into established programming
• Develop, coordinate and host statewide training materials and meetings
• Identify, recruit, and assist with the selection of new partner agencies
• Research, design, and train Coordinators and team members on new programs
• Monitor all Coordinators to ensure team members are meeting VRPM guidelines

Database Management and Entry

• Ensure subgrantee submission of team member activity into the national database by deadline
• Create, update, and provide reports via the team member database, national reporting database, and other programs as requested
• Incorporate and run quality assurance measures within databases to ensure accurate data

Outreach

• Represent the Commission on statewide, cross-agency workgroups and partnerships focused on elder justice, abuse and fraud prevention.
• Identify, establish, and maintain effective working relationships with key community and state leaders through leadership groups
• Assist Medicare Program Manager with marketing and public relations activities
• Serve as a spokesperson for SMP to stakeholders to spread the SMP message, educate professionals, and recruit new partners
• Research outreach opportunities and coordinate outreach and education opportunities with subgrantees
• Conduct presentations throughout the state by using SMP materials created by the SMP Resource Center and Kansas SMP
• Staff exhibit booths at community events
• Timely notify Coordinators and team members of fraud alerts and changes in Medicare
• Attend National and State conferences assigned.

Program Delivery

• Respond to inquiries from the public about SMP
• Review subgrantee performance to ensure effective and impactful implementation of activities
• Provide complex issues counseling to potential victims of fraud
• Document and report suspected fraud and refer to local, state, and national partners as needed
• Monitor the KDADS_Medicare@ks.gov inbox
• Assist in the development and annual review of the SMP Coordinator handbook, program policies and procedures
• Work both independently and as a team to ensure the success of the SMP grant program

Work with the Medicare Team to complete the following duties:

• Act as a backup to answer and respond to calls from the SHICK hotline
• Act as backup to provide education on topics related to SHICK and MIPPA

Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary.

Qualifications

Minimum Requirements:

• Ability to communicate respectfully and effectively with diverse populations
• Demonstrated strong verbal and written communication skills
• Demonstrated data collection, extraction, analysis, and reporting skills
• Experience presenting educational training sessions for professional and consumer audiences through classroom, group or online instruction
• Experience in creating collaborations between public and private organizations
• Ability to travel with some overnight stay required
• Unrestricted driver’s license

Preferred:

• Four years of experience and/or education in a health related field.
• Experience interpreting and applying federal or state laws, regulations, or program guidance.
• Experience developing, implementing, or monitoring policies, procedures, or program performance measures.
• Demonstrated ability to collaborate effectively with multiple agencies, stakeholders, and community partners.
• Proficient with Microsoft Office Suite
• Prior experience with volunteer management
• Knowledge of Medicare and Medicaid, and healthcare fraud-related schemes
• Experience in providing information through oral presentations, facilitation or written communication
