This position will be located at our Kansas Department of Corrections Central Office, in Shawnee County.

Starting salary for this position:
$75,899.20 ($36.49/Hourly)*

  • Offered salary will be determined by experience, qualifications, and skill set that the candidate brings to the position. Though this position is unclassified, the posted starting salary is equivalent to classified Pay Grade 38, step 6. Please contact Recruitment Coordinator for further details.

Position Summary & Responsibilities

Position Summary:

The primary mission of this position is to manage the administration of the financial accounting and reporting for the KDOC Centralized Inmate Banking unit consistent with Generally Accepted Accounting Principles, Kansas Statutes Annotated, Kansas Administrative Regulations, and department policy. This position is responsible for more than $20 million in resident funds held the inmate trust fund. The incumbent is the primary representative/liaison with KDOC correctional facilities, external agencies, suppliers, the Internal Revenue Services, released residents and families, and financial institutions regarding banking issues. This position also has significant responsibilities associated with fiscal operations regarding interpretation and application of laws, policies and procedures.


Job Responsibilities may include but are not limited to the following:

Management of Inmate Trust Fund
  • Manages daily operation of the inmate trust fund section through supervision, review and assignment of functions for the system-wide population of approximately 10,000 inmate accounts.
  • Coordinate with correctional facilities and outside entities on inmate trust fund related matters.
  • Oversees the electronic storage of trust fund related documents in an organized and efficient manner.
  • Recommends and provides guidance regarding modifications to agency policies and/or procedures relative to the trust fund operation.
  • Reviews and monitors inmate outside bank account information and advises staff and inmates on proper handling of related matters.
  • Oversees daily and monthly reconciliation of the trust account by advising and providing assistance when required.
  • Monitors daily work to ensure compliance with established policies and regulations.
  • Researches and responds to banking related questions and grievances.
  • Reviews and authorizes exceptions to spending limits and outgoing fund limits.
  • Reviews and advises on property claims, filing fee documents, garnishments, and government issued payments.
  • Process monthly reconciliations of internal data against provider prior to submission of payment for media, tablet, phone time, and canteen purchases.
  • Monitors trust fund assets on deposit in various financial institutions, which includes bidding and awarding Certificate of Deposit through various approved financial institutions.
  • Ensures annual IRS form 1099-I reports are accurately prepared and submitted to the Department of Administration.
  • Assigns non-standard reporting as necessary to fulfill departmental inquiries.
  • Reviews unclaimed property data and insures regular submission to the Kansas State Treasurer.
  • Addresses inquiries from released inmates, facility staff and parole staff regarding gratuity eligibility.
  • Serve as the Department's primary contact with the Internal Revenue Services; interpret IRS directives and guidelines and develop processes and procedures for implementation.

Imprest Fund. Ensures assigned staff conduct monthly reconciliation of agency fund and bank records occurs and provides reports both internally and to outside parties as required. Verify timely electronic transfers from correctional facilities occur as scheduled for gratuity payments. Ensures assigned staff submit releasing inmate funds via ACH payment to third-party stored valued card vendor prior to release.

System owner of the inmate banking and canteen systems. As system owner, incumbent is responsible for: the coordination of communications related to system activities; directing user groups; ensuring compliance with the agency’s Strategic Action Plan; coordinating end-user training; developing Executive Sponsor recommendations relating to IT work priorities; functioning as the business expert and subject matter expert; continuous improvement of system efficiency and effectiveness; developing road maps; approving test results; approving project deployment; approving the IT requirements document and associated IT development artifacts; and data stewardship. Directs the revisions of the user manuals on the inmate banking, incentive payroll, internal accounting, and canteen systems.

Qualifications

Minimum Qualifications:

Five years of experience in professional accounting/auditing work. Education may be substituted for experience as determined relevant by the agency.

Preferred Qualifications:

  • Working knowledge of accounting software
  • Good analytical skills and an eye for accuracy
  • Advance working knowledge of Microsoft Outlook, Word, and Excel
  • Reconciliation experience
  • Account receivable experience
  • Able to work independently
  • Possess strong supervisory skills
  • Working knowledge of:
  • Generally accepted accounting principles (GAAP), practices and standards
  • Governmental accounting and fiscal administration
Post-Offer, Pre-employment Requirements: Must possess and maintain a valid driver's license. Must pass a criminal history records check.
