Apprenticeship Coordinator for Educations Systems

Workforce Development Program Specialist

Under the supervision of the IDOL Apprenticeship Idaho Program Supervisor, the successful candidate will be responsible for developing, managing, and monitoring Registered Apprenticeship Programs (RAP) related to the Office of the State Board of Education (OSBE) and the Idaho Division of Career Technical Education (IDCTE). This position will manage the development, registration, and expansion of RAPs across Idaho in alignment with Idaho State Board of Education requirements. The successful candidate will serve as the liaison between local education agencies (i.e. school districts and charter schools) and local businesses as participating employers and OSBE and IDCTE as RAP sponsors. The successful candidate will assist apprentices with identifying and navigating resources available to support an apprentice’s success and will collaborate with employers and sponsors to develop new and sustainable employment pipelines.

This position will be employed and managed by IDOL and hosted by OSBE. The successful candidate will report directly to an IDOL supervisor, but will have an assigned OSBE site contact to serve as a primary point of contact for the IDOL employee. The position will require flexibility to work in multiple locations with the majority of the work time at the OSBE office is located at 650 West State Street, 3rdFloor, Boise, Idaho 83702.

Key Responsibilities

  • Program Development and Operations
  • Qualifies leads and identifies new program opportunities.
  • Assesses feasibility and promotes programs through presentations.
  • Coordinates RAP (Registered Apprenticeship Program) design and oversees operations with IDOL, OSBE, and DCTE.
  • Maintains and utilizes HubSpot CRM for planning and tracking.
  • Prepares required program reports for stakeholders.
  • Program Evaluation
  • Ensures RAP compliance with federal/state laws and education board policies.
  • Monitors program quality standards set by IDOL.
  • Develops and implements evaluation methods in collaboration with IDOL, OSBE, and DCTE.
  • Analyzes data to assess effectiveness and evolving needs.
  • Technical Assistance
  • Provides guidance to employers, sponsors, and apprentices on program policies and compliance.
  • Researches issues and recommends solutions.
  • Regulatory Compliance
  • Interprets and applies federal and state laws and guidelines.
  • Drafts or adapts RAP policies in coordination with IDOL.
  • Advises OSBE and DCTE on potential policy changes.
  • Reviews operations to ensure regulatory alignment.
  • Customer Service and Communication
  • Communicates program issues to OSBE and IDOL as needed.
  • Delivers responsive and professional customer service.
  • Engages stakeholders in strategic planning.
  • Builds and maintains client relationships to retain and grow participation.
  • Addresses and resolves complaints to improve overall experience.

EXAMPLES OF DUTIES

  • Serve as the Registered Apprenticeship Subject Matter Expert (SME) for OSBE and IDCTE.
  • Serve as the liaison between school districts and charter schools with regard to RAPs sponsored by OSBE.
  • Serve as the liaison between apprentices with regard to RAPs sponsored by OSBE.
  • Serve as the liaison between sponsors and CTE centers and programs.
  • Provide guidance to sponsors and employers to build sustainable and compliant programs (compliant with U.S. Department of Labor and the Idaho State Board of Education).
  • Train and mentor all stakeholders (sponsor, employers, partners, staff) to better understand RAPs (development,maintenance, recruitment) and other training programs as required.
  • Promote and present apprenticeship programs as a viable career path as well as a valuable workforce development strategy for schools.
  • Serve as the apprenticeship liaison on behalf of IDOL, OSBE, and IDCTE with committees, partners, and stakeholders.
  • Group presentations to schools, colleges of education, education associations, state agencies, and other entities as deemed necessary.

Good Knowledge Of

  • Local workforce development office operations and service delivery systems. Typically gained by one year experience providing technical support for office activities which demonstrate office knowledge in a broad scope and beyond one program area.
  • Computerized applications used within the local office environment. Typically gained by one year of experience utilizing computer applications used in the local office environment, such as Microsoft Word, Excel, PowerPoint, SharePoint and IdahoWorks.

Experience

  • Interpreting and applying federal employment service programs, regulations, and procedures. Typically gained one year of experience working with federal/state employment service or training programs, and interpreting and applying regulations and procedures.
  • Developing and presenting training to groups in a formal setting. Typically gained by experience developing and presenting training for a minimum of 10 hours of presentation time.
