We are looking for a Trust Policy & Recoveries Program Assistant to join the Trust Policy & Recoveries Section of the Office of Policy Communications & Administration !

The Trust Policy & Recoveries Section reviews trusts created by or benefiting individuals applying for or receiving medical assistance, and issues formal guidance to eligibility sites and other stakeholders on how these resources impact eligibility. In addition, the Trust Policy & Recoveries Section recovers funds from trusts that require repayment to the Department under federal and state law, in addition to recovering funds from other post-death recoveries (i.e., annuity closures, etc.).

We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage.

**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**

Description Of Job

WHAT YOU'LL BE DOING AS TRUST POLICY & RECOVERIES PROGRAM ASSISTANT:

  • Processes trust and annuity recoveries received by the Department to determine the appropriate amounts of federal participation.
  • Assists with trust compliance activities;
  • Reviews trust accountings to identify distributions that are countable as income or resources and notifying the appropriate county eligibility site to ensure those amounts are considered in the redetermination eligibility decision;
  • Identifies potential noncompliant trust distributions that may require referral to the responsible team member or the Attorney General’s Office for further action;
  • Audits trust records to identify and initiate required trust closures or ensure receipt of annual accountings;
  • Communicates with eligibility sites to ensure that income trust balances are checked at each redetermination and that the eligibility site has verified that the trust account contains the correct accumulated balance;
  • Assists with other actions assigned by supervisor related to trust compliance;
  • Assists with file management and data entry in case management system;
  • Other duties as assigned.

Minimum Qualifications

There are two ways to qualify for this position:

Option 1

Experience Only:

Five (5)years of related professional experience in an occupation related to the work assigned to this position including work in account monitoring or financial analysis, payment processing, drafting correspondence, managing and organizing documents, and task management .

Option 2

Education and Experience:

A bachelors degree from an accredited institution in accounting, finance, auditing, or business administration or a field of study related to the work assignment, and one (1) year of professional experience in an occupation related to the work assigned to this position including work in account monitoring or financial analysis, payment processing, drafting correspondence, managing and organizing documents, and task management .

Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

  • An associate will count as two years of experience;
  • A bachelors will count as four years of experience;
  • A masters degree will count for six years of experience;
  • A doctorate or juris doctorate degree will count for seven years of experience.

Preferred Qualifications

  • Prior state experience related to the duties of this position.
  • Knowledge of both state and federal Medicaid Law, as well as the applicable administrative rules, procedures, statutes, and provisions.
  • Experience as a legal assistant or paralegal in Elder or Trusts & Estates Law, or in a position providing administrative support for trust accounts with a bank or trust company.
  • Experience using and maintaining a case management system, preferably within Salesforce.

Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

Conditions Of Employment

  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
  • Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.
