We are looking for a Project Manager to join our Health Information Office on the Enterprise Project Management Office Team!

We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid to full-time in the office. About the Enterprise Project Management Office:


The Enterprise Project Management Office (EPMO) within the Health Information Office (HIO) oversees and coordinates select systems projects for the Department of Health Care Policy and Financing (HCPF) and is composed of three work units. Its primary mission is to enhance project excellence across HCPF by supporting initiatives related to the Colorado Medicaid Enterprise Solution system modules.

The EPMO collaborates closely with HCPF teams and external partners such as the Governor’s Office, Office of eHealth Innovation, Office of Information Technology (OIT), Department of Public Health and Environment (CDPHE), Department of Human Services (CDHS) and Centers for Medicare & Medicaid Services (CMS). The division leads
strategic planning, CMES portfolio management, project management and oversight, requirements coordination, related procurements and feature implementation to align with HCPF policies, federal regulations, EPMO standards and industry best practices. The EPMO also assists in managing security compliance, and inter-agency coordination,
while supporting audits, financial planning, and the development of Advanced Planning Documents (APDs).

What you'll be doing:


This role helps advance the Rural Health Transformation Program (RHTP), a multi-year, federally funded initiative led by the Department of Health Care Policy and Financing (HCPF) to improve health outcomes in rural communities across Colorado.

In this position, you will support meaningful, community-focused work by guiding projects from start to finish. You’ll help bring ideas to life—working alongside partners, teams, and stakeholders to plan, coordinate, and implement initiatives that make a difference for rural populations.

You will:

  • Guide projects through their full lifecycle—from early planning and coordination to implementation and closeout—helping ensure efforts stay organized, on track, and aligned with shared goals.

  • Partner with teams, organizations, and community stakeholders to support collaboration, strengthen relationships, and keep work moving forward across multiple initiatives.

  • Help ensure projects reflect program goals, funding requirements, and community needs while navigating timelines, priorities, and emerging challenges.
  • Work closely with colleagues across HCPF and with external partners to share information, track progress, and support thoughtful, informed decision-making.
  • Contribute to transparent and accountable program operations by supporting documentation, reporting, and grant-related activities.
  • Use established tools and practices to promote consistency, elevate risks or challenges, and support effective coordination across a large and complex program.

MINIMUM QUALIFICATIONS:

There are two ways to qualify for this position:

Option 1:
Experience Only:
Seven (7) years of related professional experience in an occupation related to the work assigned to this position

Option 2:
Education and Experience:
A bachelors degree from an accredited institution in a related field and two (2) years of professional experience in an occupation related to the work assigned.

Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:
  • An associate will count as two years of experience
  • A bachelors will count as four years of experience
  • A masters degree will count for six years of experience
  • A doctorate or juris doctorate degree will count for seven years of experience

Preferred Qualifications:
  • Prior state experience related to the duties of this position
  • Masters degree in Public Health Administration or Business Administration
  • PMP Certification in good standing
  • Process related certifications (eg. Six Sigma, LEAN)

DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

CONDITIONS OF EMPLOYMENT:
  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
  • Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.
  • This is a term-limited position with funding through 09/30/2030. Successful candidates will sign a Waiver of Retention Rights and normal personnel rules regarding retention will not apply. Additional information regarding term-limited positions can be found here.
