Job Description And Duties

About the Role

Do you enjoy unraveling complex benefit issues, collaborating with business partners, and being the go-to expert that others rely on? Then you’ll feel right at home in this HR Professional role.

We’re seeking an Analyst II to be the expert employees trust for benefits administration. You will support complex employee benefits and onboarding functions. Under the direction of the HR Manager (Supervisor I), this role provides expert guidance on state sponsored employee benefit programs, resolves complex employee inquiries related to benefit enrollment issues, and ensures compliance with state and federal laws. This role includes delivering various presentations to new onboarders in a class setting, as well as providing individual consultation. The ideal candidate is detail-oriented, organized, collaborative, and skilled in delivering excellent customer service.

Key Responsibilities

  • Administer employee benefit eligibility reviews and enrollments, process employee benefit permitting events, and review Dependent Re-Verification (DRV) transactions.
  • Research, analyze, and resolve routine and complex benefit issues; conduct benefit consultations with employees.
  • Interpret civil service laws, CalHR/SCO/CalPERS policies, and bargaining unit contracts.
  • Collaborate with CalPERS, SCO, CalHR, benefit carriers, and internal HR teams.
  • Develop SOPs, job aids, and communication materials; provide training and guidance to staff.
  • Participate in employee outreach, onboarding presentations, and HR open houses.
  • Serve as subject matter expert on all employee benefits, including health, dental, vision, Flex-Elect, CalPERS retirement benefits, Affordable Care Act (ACA) compliance, and more.
  • Maintain confidentiality while handling sensitive information.

Special Requirements

Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.
