State Compensation Insurance Fund, Facilities Management unit is seeking a strategic and collaborative Chief of Plant Operator to oversee engineering operations across a diverse real estate portfolio.
This leadership role plays a critical part in ensuring our facilities operate safely, efficiently, and in compliance with all applicable standards. The selected candidate will lead engineering teams, partner with internal stakeholders, and drive continuous improvement across the organization. The Chief of Plant Operations will be responsible for building a strong, accountable team culture focused on safety, collaboration, and high performance.
The Chief of Plant Operations will oversee all aspects of plant and engineering operations, including:
- Leadership and oversight of Stationary Engineers and Chief Engineers
- Day-to-day plant operations across multiple facilities
- Preventative and predictive maintenance programs
- Electrical and mechanical system reliability
- Compliance with Cal-OSHA, NFPA, and applicable regulatory requirements
- Water management programs
- Vendor management and contract oversight
- Budget monitoring, operational planning, and cost control initiatives
- Use and optimization of CMMS systems (familiarity with Planon preferred)
- Coordination with internal teams
- Emergency response planning and operational readiness
- SOP, MOP, and process improvement development
- Building and maintaining a high-performing, safety-focused team culture
Desirable Qualifications
The ideal candidate will bring:
- Leadership experience managing engineering of facilities operations teams
- Experience overseeing operations across multiple facilities
- Working knowledge of central plant systems, HVAC operations, and mechanical infrastructure
- Data center experience
- Knowledge of CMMS systems and maintenance planning practices
- Excellent communication skills
- Experience leading teams through operational change and drive results
This position may be filled in any of the following locations: Vacaville, Sacramento, or Pasadena
Travel throughout State Fund Locations may be required.
Selected candidates may be required to complete certifications such as BOMI or IFMA.

SALARY: $8,231.00 - $10,232.00 - New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
