Medicaid Program Advisor (Level 1 or 2)
Location: Albany, NY
Division: Division of Data Services & Analytics (DDSA), Item 1176
Bureau: Bureau of Product and Process (BPP)
Work Schedule: Hybrid – 50% Remote / 50% Onsite
Position Summary:
The Medicaid Program Advisor (Level 1 or 2) will work within the Division of Data Services & Analytics (DDSA), Bureau of Product and Process (BPP), to provide product and project management support. The ideal candidate will have strong organizational and communication skills, the ability to manage multiple priorities, and the flexibility to learn new subject areas. Comprehensive on‑the‑job training and support from peers and supervisors will be provided. The role requires strong collaboration skills and the ability to work effectively in a team environment.
Primary Responsibilities:
• Collaborate and manage relationships with internal and external stakeholders
• Support product strategy and roadmap development
• Oversee and coordinate development of data assets
• Serve as a product and domain subject matter expert (SME)
• Manage timelines, action items, risks, and issues across bureau projects
• Facilitate meetings, gather requirements, and document needs
• Maintain project documentation and process materials
• Track and communicate project updates to leadership and team members
• Support resource documentation and knowledge management
Additional Duties:
• Develop and maintain strong working knowledge of Medicaid data, data products, and best practices
• Produce and maintain documentation and artifacts for DDSA data products
• Coordinate with team and unit leads on status reports and project schedules
• Document institutional knowledge gathered through SME engagement
• Conduct research and gather information to support SMEs in process documentation
• Support updates to scope, development, and deployment activities as directed by unit and BPP leadership
• Collaborate with BPP bureaus and stakeholders on change management activities
• Serve as an internal SME on DDSA production development and deployment
• Attend internal and external meetings as assigned
Basic Qualifications:
Level 1
- 8 years of professional experience
Level 2
- 10 years of professional experience
- 5 years SME experience
- Supervisory experience
Desired Characteristics
- Bachelor’s degree in Health Information Management or a related field
Work Schedule Requirement:
Employees must follow established work schedules. The standard schedule is 37.5 hours per week, Monday through Friday, typically 8:30 a.m. to 4:30 p.m., including a 30‑minute unpaid lunch unless otherwise instructed by a supervisor.

As required by applicable law, SSO provides a reasonable range of compensation for this role. In addition, SSO provides a range of benefits for this role.
