The Manager of Information Services is responsible for planning, coordinating, and managing activities related to the design, development, integration, and implementation of information systems, software applications, and databases. This role also supports maintenance, upgrades, and ongoing enhancement of existing systems and applications.
The Manager will apply strong communication, problem-solving skills, and industry best practices to guide a team of IT professionals in the design, development, integration, and deployment of mission-critical information systems and software solutions.
This role requires close partnership with business teams, external stakeholders, and vendors to ensure that platforms and data resources align with current and future organizational needs.
Essential Responsibilities:
- Manage the development, integration, and deployment of new applications, system software, and enhancements to existing applications across the Health Plan enterprise.
- Oversee core health plan systems including claims adjudication, EDI/X12, CRM, data warehouses, and reporting/analytics platforms.
- Oversee data integration and interoperability across health plan, provider, and external partners (EDI, APIs, HIEs).
- Collaborate with IT leadership to ensure cohesive enterprise architecture alignment.
- Lead technology initiatives to solve complex business problems, from strategy and requirements gathering through implementation.
- Provide leadership and direction to the IT team supporting business operations.
- Partner with Infrastructure Services teams to address infrastructure requirements.
- Evaluate existing applications for effectiveness and efficiency and develop strategies for improvement and optimization.
- Ensure all system integrations meet functional requirements, compliance standards, and interface specifications.
- Establish, communicate, and enforce functional policies, procedures, and quality assurance best practices.
- Oversee hiring, onboarding, coaching, performance management, corrective actions, and terminations. Conduct regular one-on-ones and performance evaluations.
- Maintain collaborative relationships with key business departments.
- Drive process improvement initiatives across departments. Utilize lean methodologies for continuous improvement, including visual boards and daily huddles to monitor KPIs and identify improvement opportunities.
- Participate actively in Manager/Supervisor meetings.
- Participate in strategic and internal committees to share information and represent organizational philosophy.
- Provide IT leadership for health plan operations including claims, enrollment, eligibility, provider data, utilization management, and population health platforms.
Success Profile
Work Experience:
- Manager level with 3 years of direct experience in software development and/or systems management within healthcare.
- Proven experience overseeing the direction, development, and implementation of software solutions from business requirements through implementation.
- Prior payer, health plan, or insurance industry experience preferred.
Education, Certifications, Licenses:
- Bachelor’s degree in Computer Science or related field required.
Knowledge, Skills, and Abilities:
- Strong knowledge of system and software quality assurance best practices and methodologies.
- Strong knowledge of claims, enrollment, eligibility, provider data.
- Strong knowledge of utilization management and care management.
- Strong knowledge of pharmacy platforms and operations in a healthcare payer environment.
- Ability to understand and contribute to business strategy, processes, and operations.
- Strong project management knowledge and/or experience with project lifecycle methodologies.
- Working knowledge of SQL, SSIS, C#, Python, JavaScript, PowerShell, database design, and reporting tools.
- Understanding of data privacy practices and applicable laws.
- Experience working in a collaborative, team-oriented environment.
- Strong customer-service orientation.
- Highly self-motivated with strong attention to detail.
Pay: $60.00 - $70.00 per hour
Expected hours: 40.0 per week
