JOB DESCRIPTION: The purpose of this position is to research and create digital parcel edits to the St. Charles County parcel base map utilizing computer mapping software; process recorded deeds and plats; research and respond to inquiries regarding mapped parcels. Complete special projects as required. The work is performed under the direction of the Assessor GIS Supervisor.

- Utilizes ESRI ArcEditor to create and maintain the county's parcel fabric. Parcel editing includes creating, splitting, combining, and changing ownership and calculating acreage.
- Researches legal descriptions and ownership utilizing recorded deeds, plats, and aerial photography.
- Creates digital versions of legal descriptions from deeds, plats and surveys utilizing Deed Check software, identifies parcels being edited and distributes to the appropriate Technician.
- Maintains spreadsheets documenting account numbers, ownership and other relative parcel data.
- Prepares information concerning deeds, plats, legal descriptions and ownership utilizing phone, email and written correspondence.
- Manages files and updates various forms, data bases and spreadsheets.
- Interacts with Municipalities, Title companies, Surveying/ Engineering firms, Attorneys, and the public in response to questions regarding the Parcel Fabric.
- Maintains knowledge of GIS, parcel editing, computer hardware and software equipment and operations, network and server operations, Personal Property, Real Estate assessment and Appraisal practices and procedures.
- Assists other county departments, taxpayers, title companies and others by telephone and in person.
- Performs other duties as assigned.
Education
- General or technical high school diploma or GED equivalent.
- 1-3 years of experience
- One to two years parcel editing experience and/or deed research.
- Familiarity with the file structures on servers, Microsoft Office, and ESRI mapping software.
