Job Overview
Under the general supervision of the Transportation Director, the Safety & Training Coordinator instructs trainees on the safe and correct operation of all components of WTA revenue vehicles while adhering to all safety guidelines and precautions. This is a mid-level position where independent judgment is afforded this employee to execute established procedures to complete assigned daily schedules for training new drivers and/or transporting riders in a safe and efficient manner. The employee trains on, and conducts physical inspections prior to trips and maintains daily upkeep of vehicle to ensure it is operating properly. The employee also trains new drivers on policies, procedures, and processes while providing guidance. The Safety & Training Coordinator will assist the Transportation Director in the administration if an organizational safety program, complete with hands-on driver training and maintaining federal, state, and local compliance. This is considered a safety-sensitive position and is subject to pre-employment background check and random drug screening.
Responsibilities
ESSENTIAL FUNCTION: Training. Instructs trainees on the safe and correct operation of all components of all Wiregrass Transit Authority (WTA) revenue vehicles.
1. Responsible for training all new hires on the safe and proper procedures regarding operating and maintaining all system vehicles.
2. Responsible for recurrent and regular trainings of all transit staff on WTA policies and procedures to include regular safety trainings.
3. Trains on pre-trip inspection procedures, how to spot a potential problem before you leave the yard.
4. Trains on the safe and correct operation of the wheel chair lift.
5. Trains on the safe and correct operation of the wheel chair tie down system.
6. Trains on the safe and correct operation of any folding or collapsible seats in the passenger compartment.
7. Trains on the proper operation of the HVAC system.
8. Trains on emergency equipment location and how to, safely and correctly, operate it.
9. Familiarizes trainees on the daily operation of a WTA dial-a-ride route to include taking the trainee on the route and explaining specifics of the route.
10. Instructs trainees on how to accurately, and completely, fill out all paperwork required for daily operation of a WTA schedule to include, but not limited to, instructions on how to read and understand Trip Master generated manifest and how to complete the WTA Pre Trip Inspection Report.
11. Instructs trainees on how to reconcile all fares collected during daily operations.
12. Instructs trainees on proper usage of two-way radio
13. Prepares training materials and suggest changes to existing training materials
14. Regularly meets with Director and Assistant Director to review trainee progress.
15. Attends regular trainings, conferences, and workshops as needed. Some travel may be required.
ESSENTIAL FUNCTION: Safety Coordination. Assist the Transportation Director in the administration of an organizational safety program, complete with hands-on driver training and maintaining federal, state, and local compliance.
1. Assists the Transportation Director in the oversight of agency safety compliance including the Federal Transit Administration Public Transportation Agency Safety Plan (PTASP).
2. Plan, develop, and implement safety policies and procedures in compliance with local, state, and federal rules and regulations including, but not limited to the Occupational Safety and Health Administration (OSHA), Vehicle and Facility Safety programs, and the Alabama Department of Transportation (ALDOT).
3. Conducts safety surveys, inspections, post-accident investigations, and prepares written reports of findings and prevention recommendations.
4. Advises other members of the management team on safety compliance issues and the appropriate countermeasures.
5. Assist with the management of occupational health, employee wellness, and risk management programs at WTA.
6. Develops specifications for acquisition and maintenance of building and bus security equipment. Makes recommendations for new security systems and devices, as appropriate.
7. Coordinates and conducts meetings and/or training for safety and security policies and procedures.
8. Conduct vehicle and facility and safety inspections.
9. Motivate employees to practice safe working habits and methods.
10. Assists in the hiring process for new drivers, as needed.

ESSENTIAL FUNCTION: Transportation. Operates a transit vehicle to transport clients to various locations within the SEARPDC service region.
1. Transports passengers to required destinations.
2. Receives driving assignments, and any additional schedules, from Supervisor.
3. Receives daily driving route based on schedule for the most efficient route.
4. Drives routes in a safe and efficient manner.
5. Follows assigned daily schedules and reports any additions or cancellations to office.
6. Assists passengers getting in and out of vehicle; provides escort services for entering and exiting transit.
7. Maneuvers wheelchair clients onto transit vehicle and secures chairs in transit vehicle; operates electro-hydraulic wheelchair lift.
8. Collects and documents appropriate fares from riders.
9. Maintains two-way radio contact with office to ensure safe operation of transit over various service routes.
10. Reports complaints, accidents, or injuries to Supervisor.
11. Maintains daily logs and paperwork relating to vehicle operation to include time sheets, mileage/passengers' information, inspection sheets and work sheets.
12. Reconciles monies to the schedule at the end of a shift.
13. Completes and retains passenger information forms.
ESSENTIAL FUNCTION: Vehicle Maintenance. Performs routine and preventative maintenance on assigned vehicle.
1. Conducts daily pre-departure inspections of vehicle.
2. Conducts daily post-trip inspections of vehicle.
3. Performs vehicle interior and exterior cleanup at the end of the day.
4. Conducts operator level maintenance to include checking levels of fluids (water, brakes, power steering, oil, windshield washer, etc.), and tires and belts.

Skills
1. Knowledge of federal, state, and local regulations regarding public transportation.
2. *Knowledge of regional road systems and geographical area.
3. Knowledge of rules and regulations relating to the operation of a motor vehicle in the State of Alabama.
4. Knowledge of traffic laws and regulations. Knowledge of basic vehicle maintenance.
5. Knowledge of safe driving practices and defensive driving techniques. Knowledge of safety rules including accident causation and prevention. Reading skills to understand, and interpret daily schedule, traffic signs, and other forms.

8. Writing skills to clearly and neatly complete routine forms records, and notes using correct English, grammar, punctuation, and spelling.

10. Math skills to accurately account for fares and fees collected.
11. Ability to read and comprehend state and federal reporting criteria to collect data for preparation of reports.
12. Ability to read and understand a road map.
13. Ability to lead and provide guidance and instruction.
14. Ability to deal with all contacts in a courteous and patient manner
15. Ability to be cautious and alert when driving and assisting riders.
16. Ability to be flexible and adapt to changes in schedule.
17. Ability to work independently with little or no supervision.

20. Ability to maneuver and secure wheelchair bound patrons on/off van.
21. Ability to lift weight exceeding 25 pounds.

Minimum Qualifications
1. Possess a high school diploma or GED is required.
2. Minimum of one (1) year of previous experience working with the public is required.
3. Minimum of one (1) year of previous experience as a professional transportation driver is required.
4. Possess a current and valid Class B Commercial Driver's License (Class B CDL); maintains insurability under the organization's policy for the duration of employment.
5. Completion of lift and wheelchair safety, CPR, defensive driver, and fire extinguisher training within designated period.
6. Ability to pass a pre-employment background check and an initial drug screen.
