Job Responsibilities

Supervises hydraulic design studies in the Lowcountry Regional Production Group: (A) Keeps track of obligation schedules for all projects and assign work to squad members accordingly. (B) Updates in-house projects on computer systems. (C) Coordinates with Road Design and Program Management to ensure that the squad will get necessary information and plans in a timely manner. (D) Monitors progress of members. (F) Attends scoping meetings and preliminary field reviews; provides drainage recommendations and field survey requirements. (G) Reviews project sites in the field with squad members to determine hydrologic variables, inspect existing facilities, and to examine existing or potential problems. (H) Reviews and signs road plans for QA/QC process. (I) Handles drainage complaints and/or problems; coordinates with field personnel and property owners.

Supervises staff to include preparing performance planning and evaluation documents and related personnel paperwork. Establishes and monitors work processes. Implements management policies and initiatives and promotes teamwork within the organization.

Administers Consultant contracts and provide technical assistance: (A) Keeps track of obligation schedules and determine which projects to assign to "on-call" Hydrology Consultants due to time frame for completion and complexity of jobs. (B) Tracks Consultant projects and monitors progress for computer system updates. (C) Develops cost estimates, scopes of services, and administrative documents for Contract Modifications and negotiate with Consultant. (D) Serves as the Department's representative with "on-call" Consultants; provide technical assistance to and coordination with Consultants. (F) Reviews scopes, cost/man-hour estimates, drainage studies, and plans for turnkey Consultant jobs at the request of other sections.

Signs and seals engineering studies: (A) Supervises the preparation of NPDES and stormwater management studies. (B) Supervises the preparation of FEMA "no-rise" and CLOMR submittals. (C) Ensures that all state and federal laws and guidelines are being followed in the preparation of engineering studies. (D) Coordinates with local communities and officials and provide documentation as necessary. (E) Signs and seals NPDES studies and FEMA submittals and sends required documentation to governing agencies for review and/or approval as necessary.

Serves as a "technical expert" for the Department: (A) Coordinates with the Department's Legal Section in the preparation of court cases and legal actions. (B) Provides hydraulic engineering expertise and input at meetings and on technical committees. (C) Reviews encroachment permits, sand mining permits, drainage complaints, and other requests as necessary to ensure that the Department's interest are protected. Performs other related duties as assigned.

Minimum And Additional Requirements

A bachelor’s degree in Engineering and five (5) years of engineering work experience. Necessary Special Requirement: Registration as a Professional Engineer by the South Carolina State Board of Registration for Professional Engineers and Surveyors. A valid motor vehicle operator's license is required.

The physical demands for the essential functions involves sitting or standing at a desk for extended periods of time. This position may require occasional travel. May require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal business hours or respond to emergency situations.
