Technical Business Analyst

Are you an experienced technology consultant, project leader, and business analyst who thrives in complex federal environments? This role offers the opportunity to partner directly with executive leadership, lead critical technology initiatives, and influence strategic decision-making across enterprise systems and operations.
Key Responsibilities
Strategic Technology Consulting
- Partner directly with Federal CIO leadership to enhance organizational effectiveness and technology delivery.
- Develop strategic plans, technology roadmaps, implementation plans, and modernization strategies.
- Provide trusted advisory services to leadership on priorities, resources, timelines, and program execution.
- Support enterprise-wide technology transformation and system integration initiatives.
Project & Program Leadership
- Lead projects through the full lifecycle, from initiation through execution and closeout.
- Manage multiple concurrent technology initiatives of varying complexity and scope.
- Develop and maintain project plans, schedules, milestones, risk registers, and status reporting.
- Monitor project delivery and ensure alignment with organizational objectives.
Business Analysis & Requirements Management
- Gather, analyze, and document business and technical requirements from diverse stakeholder groups.
- Translate complex business needs into actionable requirements and implementation plans.
- Conduct stakeholder analysis, process assessments, and solution evaluations.
- Support enterprise system implementations and technology enhancement initiatives.
Stakeholder & Executive Engagement
- Build strong relationships with agency leadership, vendors, contractors, and business stakeholders.
- Facilitate meetings, workshops, and executive-level briefings.
- Develop reports, presentations, and decision-support materials for senior leadership.
- Serve as a trusted advisor on technology, operational, and project-related matters.
Risk & Governance Management
- Identify project risks, dependencies, issues, and constraints.
- Escalate concerns and recommend mitigation strategies.
- Support governance processes, project oversight activities, and organizational reporting requirements.
- Ensure accountability and transparency throughout project execution.
Program Coordination & Operational Support
- Manage and track data calls from internal and external stakeholders.
- Coordinate activities across multiple workstreams and organizational units.
- Support contracting, procurement, and vendor management efforts.
- Drive execution of special initiatives directed by CIO leadership.
Required Qualifications
- U.S. Citizenship required.
- Ability to obtain and maintain a Federal or DoD Public Trust clearance.
- Minimum 8 years of experience supporting technology projects, programs, or consulting engagements.

- Demonstrated success managing multiple initiatives and stakeholder groups.
- Strong understanding of enterprise technology environments and project delivery methodologies.
- Ability to assess complex technical needs and translate them into business solutions.
- PMP Certification strongly preferred (or ability to obtain).
Preferred Qualifications
- Bachelor's degree preferred.
- Active Top Secret Federal or DoD Security Clearance.
- Consulting experience, preferably within Federal Government environments.
- Experience supporting CIO organizations or enterprise IT leadership teams.
- Strong executive communication and presentation skills.
