Head of Technology Strategy and Governance
Location: Rehoboth, MA
About the Role
This senior leadership role reports to the CIO and is responsible for defining, guiding, and overseeing the execution of the enterprise technology strategy. The focus is on aligning technology initiatives with organisational goals, ensuring strong governance, optimising resource utilisation, and improving how the IT organisation delivers value.
The position blends strategy, planning, governance, operating model design, performance management, and oversight of the Technology PMO. It requires a leader capable of driving transparency, prioritisation, innovation, and continuous improvement across all technology functions.
Key Responsibilities
Strategic Planning & Alignment
- Develop and maintain a long-term enterprise technology strategy and roadmap in partnership with business and IT leaders.
- Ensure technology initiatives support organisational objectives and operational priorities.
Governance & Risk Management
- Establish and lead IT governance frameworks, policies, and standards.
- Oversee technology performance, compliance, risk exposure, and value delivery.
Demand & Capacity Management
- Lead workforce demand and capacity planning across technology teams.
- Forecast staffing needs, balance resources, and inform sourcing strategies.
- Use data-driven insights to support workforce planning and skills development.
Portfolio & Technology Investment Management
- Oversee the full technology portfolio, including prioritisation, budgeting, and resource allocation.
- Lead the Technology PMO, ensuring consistent delivery practices, governance, and reporting.
- Maintain standards for project methodologies, tools, and performance metrics.
- Provide executive-level visibility into portfolio performance, risks, and dependencies.
Financial Management
- Improve cost transparency and analytics to support strategic decision-making.
- Manage processes for aggregating and allocating IT costs according to a defined cost model ("run IT like a business").
IT Performance Management
- Define KPIs and dashboards to measure IT performance and ensure adherence to governance frameworks.
Stakeholder Engagement & Communication
- Partner with communications teams to ensure consistent messaging around technology strategy and governance.
- Promote transparency through updates, dashboards, and stakeholder forums.
Learning & Development Collaboration
- Partner with HR and L&D to identify skill gaps and design training programs.
- Support career paths, competency models, and professional growth within the technology organisation.
- Foster a culture of learning, innovation, and knowledge sharing.
Vendor Management & Strategic Sourcing
- Anticipate future procurement needs and maintain strong relationships with key vendors.
Knowledge Management
- Ensure processes are in place to capture, distribute, and use IT knowledge effectively.
Qualifications
- Bachelor’s degree in IT, Business Administration, or related field (Master’s preferred).
- 10 years of experience in IT strategy, governance, or enterprise architecture within complex organisations.
- Experience managing a PMO and overseeing large-scale technology portfolios.
- Strong understanding of IT governance frameworks (COBIT, ITIL), workforce planning, and enterprise risk management.
- Excellent communication, stakeholder engagement, and analytical skills.
- Ability to influence and lead enterprise-wide change.
Preferred Certifications
- CGEIT
- TOGAF, ITIL, or PMP
- CISA or similar
