Position Summary
The Street Outreach Manager oversees and is responsible for managing the day-to-day operations of the Somerville Homeless Coalition’s Street Outreach Team and Mobile Shower Van operation. The person holding this position will be professional, flexible, creative, boundary conscious and empathetic. This position is responsible for supervising all members of the Street Outreach team. This person will also be responsible for the overall operations of the Shower Van operations.
Essential Functions, Duties and Responsibilities
Outreach
- Develop, encourage and lead a positive, professional and productive program environment for all clients, staff, volunteers, providers and visitors
- Manage all aspects of the day-to-day program operations of the Street Outreach Program, including the Mobile Shower Van operation
- Directly supervise, coach, train and support the Street Outreach Team
- Develop a program that consistently maintains structure (e.g. scheduling), health boundary adherence and accountability for clients and team members
- Identify, address, and follow-through with constructive resolution of all issues arising within the program, including addressing and resolving complex situations of a varied nature
- Work closely with the Director of Homeless Services to implement and coach team members to provide program and behavioral interventions, within a trauma-informed and harm reduction context, in an assertive manner that is creative, consistent, reasonable and decisive
- Ensure consistent enforcement of established rules, policies and procedures of the program and SHC
- Ensure proper scheduling for the Street Outreach team (2 people), including Shower Van schedule, that allows for full and balanced geographical coverage of the of Somerville and surrounding areas
Shower Van
- Ensure that all staff members operating the Shower Van are screened and trained to operate the van
- Enforce all protocols put in place for safe operation of the Shower Van
- Monitor and supervise the safety surrounding the van as well as appropriate usage
- Ensure that van is parked, locked and clean at the end of each usage
- Assess and troubleshoot maintenance related tasks for the Shower Van and street outreach program supply inventory
- Work with the Director of Homeless Services to ensure proper maintenance and scheduled upkeep of the Mobile Shower Van
General Responsibilities
- Consistently initiate communication and be responsive with supervisor on program activities
- Manage hiring, training, supervision and evaluation of staff in conjunction with HR
- Monitor staff time sheets and other personnel related paperwork such as performance reviews
- Ensure clear, detailed, organized, timely and objective record keeping of program activities
- Monitor and ensure compliance with contractual requirements, particularly administrative tasks that include timely data entry into HMIS for assessments, contacts and case notes
- Use and train on Motivational Interviewing, conflict resolution, de-escalation and harm reduction
- Provide reflective listening, empathy, encouragement, accountability and support
- Ensure completion of all program paperwork and protocols by deadlines
- Collaborate with the organization and operation of all volunteer and in-kind donation activities
- Facilitate weekly staff meetings, professional development and attend service provider meetings
- Collaborate with intra-agency staff/programs and providers to offer cohesive network of support
- Manage timely and accurate HMIS data entry, contacts and online assessments
Education, Abilities, Competencies and Experience Required
- High School Diploma
- Excellent communication skills, including oral and written communication
- Ability to manage multiple tasks
- Bilingual preferred (Spanish-English preferred)
- Excellent computer skills, including Google Applications and Microsoft Office software
- Punctual, consistent attendance, organized and detail oriented
- Ability to be resourceful and proactive in dealing with all types of issues that may arise
- Ability to take initiative and work independently
- Sensitive and understanding of the homeless population, including those with disabilities
- Valid Driver's License
- Narcan trained
- CPR/First aid certified
Supervisory Responsibility
This position has supervisory responsibilities.
Work Environment
This job operates in an office and professional environment. This role routinely uses standard office equipment such as computers, phones, photocopiers. This job also requires travel to other local provider offices.
Physical Demands
This position would require the ability to sit at a desk, frequently walking long distances and on uneven terrain, bend or stand as necessary and lift up to 50lbs.
Position Type and Expected Hours of Work
Designated days and schedule will be primarily Monday-Friday 9am-5pm with a daily 1 hour lunch break, though will also be based on the needs of the operation and business and may require occasional weekends, nights and early mornings.
Travel
Position requires local travel; based on the needs of the operations and business.
