We are seeking a Preconstruction Manager to join our growing New York City–based construction management team. Focused on public-sector projects ranging from $10M to $500M, this role plays a vital part in shaping winning strategies during the bid and pre-award phases. Reporting directly to the Director of Program Management, the Preconstruction Manager brings hands-on estimating expertise, coordinates closely with design teams and subcontractors, and ensures compliance with MWBE and local hiring requirements. Responsibilities
- Lead the estimating and preconstruction process for assigned public-sector projects, developing subcontractor award strategies and plans
- Review design documents, develop cost estimates, and prepare detailed bid packages
- Collaborate with architects, engineers, and subcontractors during design-assist and pre-award phases to identify value engineering opportunities
- Analyze scope gaps, risks, and constructability to ensure accurate proposals
- Prepare and present budgets, estimates, and recommendations to the Chief Estimator and project leadership
- Ensure preconstruction activities meet NYC compliance requirements, including MWBE participation and local hiring mandates
- Maintain and update cost databases and historical project information for benchmarking
- Support procurement by evaluating subcontractor bids, qualifications, and compliance
- 5–8 years of preconstruction or estimating experience, preferably in NYC public-sector projects
- Strong knowledge of construction means and methods across civic, housing, and infrastructure projects
- Proficiency with industry-standard software such as On Screen Takeoff, Procore, Primavera P6, CMiC, and Bluebeam
- Familiarity with NYC-specific compliance, including MWBE programs and local labor requirements
- Excellent analytical, organizational, and communication skills
