The client is seeking an experienced Business Systems Analyst to support Medicaid-related application development and system enhancement initiatives. The selected candidate will work closely with business stakeholders, technical teams, architects, developers, and testers to gather requirements, analyze business processes, create system documentation, and ensure successful delivery of enterprise healthcare solutions.
This role requires strong expertise in Medicaid Claims Processing, Azure DevOps, business process analysis, requirements management, testing, and Agile delivery methodologies.
Key Responsibilities
- Gather, analyze, document, and validate business and technical requirements.
- Work closely with business and technical stakeholders to identify system enhancement opportunities.
- Create user stories, use cases, process flows, wireframes, and acceptance criteria.
- Analyze business processes and recommend automation and system improvements.
- Develop functional requirements and detailed system specifications.
- Perform cost-benefit analysis and evaluate alternative solutions.
- Document input/output requirements, reporting requirements, and business rules.
- Develop test scenarios, test data, test scripts, and support User Acceptance Testing (UAT).
- Participate in system testing, defect management, and solution validation.
- Support Agile development teams throughout the Software Development Life Cycle (SDLC).
- Facilitate communication between business users, technical teams, and project stakeholders.
- Provide project status updates and maintain project documentation.
- Support knowledge transfer and documentation activities.
- Manage requirements and user stories using Azure DevOps.
- Generate wireframes and process diagrams.
- Participate in sprint planning, backlog grooming, reviews, and retrospectives.
- Assist with change management and implementation activities.
- Ensure compliance with organizational standards and governance requirements.
- Support continuous process improvement initiatives.
- 5 years of experience with Medicaid Claims Processing.
- 5 years of experience analyzing business objectives, problems, and alternative solutions.
- 5 years of experience reviewing, evaluating, and documenting business requirements and operational procedures.
- 5 years of experience creating functional specifications, use cases, and requirements documentation.
- 5 years of experience performing cost-benefit analysis and solution evaluation.
- 5 years of experience documenting input/output requirements and reporting structures.
- 5 years of experience with Azure DevOps and wireframe creation.
- Strong analytical, logical reasoning, and problem-solving skills.
- Excellent oral and written communication skills.

- Experience supporting Medicaid or healthcare-related systems.
- Experience with Texas state government projects.
- Bachelors Degree in Business Administration, Information Systems, Computer Science, Healthcare Administration, or related field preferred.
- Equivalent combination of education and professional experience may be considered.
- Bachelors Degree preferred.
- CBAP (Certified Business Analysis Professional) preferred.
- PMI-PBA preferred.
- Agile/Scrum Certification preferred.
- Azure DevOps certification preferred.
