The Development Manager leads projects from site acquisition through stabilization. You will serve as the central hub coordinating consultants, municipalities, and internal leadership to deliver projects on time, within budget, and aligned with company objectives
Key Responsibilities
- Due Diligence & Feasibility: Evaluate site opportunities by analyzing zoning, density potential, and infrastructure. Coordinate technical studies (environmental, geotechnical, utility capacity) and identify project risks like easements or wetlands.
- Entitlements & Approvals: Manage the full entitlement lifecycle, including rezoning, conditional use permits, and site plan approvals. Prepare application materials and represent the project at public hearings.
- Consultant Management: Procure and manage third-party teams (civil engineers, attorneys, architects). Review contracts, oversee deliverables, and ensure schedule and budget compliance.
- Design & Permitting: Partner with the Director of Architecture to align overall design with development goals. Manage municipal plan reviews, and secure all necessary construction permits, easements, etc.
- Budgeting & Financial Tracking: Develop and maintain comprehensive budgets, including soft costs, entitlement expenses, and municipal fees and financial guarantees.
- Project Scheduling: Create and track the "critical path" for all phases—from due diligence to construction—to proactively mitigate delays or permit expirations.
- Construction Coordination: Support the transition to the General Contractor. Monitor permit status, approval expirations, and financial guarantee releases.
- Project Reporting: Provide regular status updates budgets, schedules, risk, and milestones.
- Market Research & Strategy: Conduct market research on competitors and rental trends to support product positioning.
- Education & Experience: Bachelor’s degree in Real Estate, Construction Management, Civil Engineering, Architecture, or a related field is preferred. Proven experience managing the full lifecycle of complex development projects.
- Technical Expertise: Deep understanding of the entitlement process, including rezoning, site plan approvals, and municipal permitting. Ability to interpret technical reports (geotechnical, environmental, surveys) and zoning codes.
- Project Management: Strong proficiency in creating and managing critical-path development schedules and comprehensive project budgets (soft costs, fees, and construction expenditures).
- Leadership & Collaboration: Demonstrated ability to manage diverse third-party consultant teams and maintain effective relationships with municipal officials and internal leadership.
- Financial Acumen: Experience in feasibility analysis, financial tracking, and cost-control measures throughout the entitlement and pre-construction phases.
- Strategic Thinking: Ability to analyze market trends and competitor data to influence product positioning and mitigate project risks.
