Position Summary: The Labor Compliance Specialist is responsible for ensuring subcontractor compliance with all applicable federal, state, and public works labor regulations. This role oversees certified payroll reviews, prevailing wage compliance, apprenticeship and workforce requirements, and labor agreement adherence for public works projects. The ideal candidate is detail-oriented, highly organized, and experienced in managing labor compliance activities within the construction industry.
Job Responsibilities:
- Administer labor compliance activities for public works projects in accordance with federal and state regulations.
- Review and audit subcontractor certified payroll reports for accuracy and prevailing wage compliance.
- Monitor subcontractor compliance with Skilled Workforce Requirements (SWR), Project Labor Agreements (PLA), and Construction Workforce Agreements (CWA).
- Verify apprenticeship contributions, fringe benefit statements, wage determinations, and applicable labor classifications.
- Conduct wage and hour audits and identify payroll discrepancies or noncompliance issues.
- Investigate labor compliance concerns and coordinate corrective actions as needed.
- Communicate discrepancies and outstanding issues to subcontractors both verbally and in writing.
- Prepare labor compliance documentation and reports for project startup and regulatory agencies.
- Maintain accurate records of audits, compliance reports, and corrective actions.
- Support compliance with all applicable federal, state, and public works labor regulations.
Qualifications:
- Minimum of 3 years of labor compliance experience, preferably in the construction or public works industry.
- Strong knowledge of prevailing wage laws, certified payroll requirements, and state/federal labor regulations.
- Experience auditing subcontractor payroll and labor compliance documentation.
- Excellent organizational and time management skills with the ability to manage multiple priorities in a fast-paced environment.
- Strong attention to detail, analytical ability, and accuracy.
- Effective communication skills with the ability to work collaboratively with subcontractors, agencies, and internal teams.
- Proficiency in Microsoft Office Suite and labor compliance software.
- Ability to maintain confidentiality and exercise sound judgment.
- Reliable attendance and dependable work ethic.
- Team-oriented with a proactive approach to problem-solving.
Salary: The salary range for this position is $30 - $33 an hour, commensurate with qualifications and experience. Final compensation will be determined based on a variety of factors, including but not limited to skills, relevant experience, internal equity, and market data.
